First of all, don't give me this "haki" crap. It's just Willpower. That's ALL IT IS. It's nowehere near the levels of controlling other people's bodies, summoning natural disasters, reflecting literally EVERYTHING (even PAIN), and controlling the power of gravity. Oooo boy, you can make mooks and animals faint. This guy over here? Stronger than steel. And guess what? He can melt steel with a LASER BURP! Can your willpower melt steel? Why no, no it cannot. So save that argument, people.
And her main power? She seduces people. BIGGEST GOD DAMN STEREOTYPICAL CHICK POWER EVER. You have to fall for the seduction to be turned to stone, and we've already seen that doesn't work at all against people who matter. Remember Ace, Crocodile, and Jimbei? Put her against Croc, let her try that crap, and he'd just laugh in her face, and Desert Spada it right off. So then what does she have?
She can blow kisses that hurt you. Not only is that even more lame-ass chick powers, but that's wouldn't work for crap against the other Warlords. Except Blackbeard, but that's only because his fruit leaves him with shit for defense.
Hancock is a huge shit stain on the overall presence of the Shichibukai. 6 living gods, and the mascot chick. I mean, the fuck would she even do during the fight with Whitebeard?! I guess they'd have her petrify the hordes of nobodies while the other 6 handle the big name people (division captains, Whitebeard himself, etc.)

As for her personality, name ONE thing about her beyond "she's mean to people, has a running gag, and is in love with Luffy." The compensation bitchery from being a slave would garner her more points if she had more of a personality that that could add to.
The heck? What a load of bias. First of, Haki, Will Power whatever, you know what I mean when I refer to it. And you don't even know what people can do with it. All we know is that Shanks has it and he's one of the four strongest pirates in the World, Rayleigh also has it and he was the first mate of Gold Roger. Luffy has it too. So are they lame for having it too? ANd even if it "doesn't" compare, it still makes you damn strong since you can fight on par witha Light Logia with it. Speaking of what it can do, apart from making fodder faint, you can hurt LOGIA and in fact negate the devil fruit power resistance of anyone you hit and it makes your attacks much stronger as well. And she has it! You don't know what willpower can do, for all you know, it CAN melt steel or at least crush it into tiny bits. Her stone power is quite strong and yes it doesn't work on a lot of people but it comes with the price of its power. If it works, it's an instawin, if it doesn't, well that's that. Oh no wait, she has her WILLPOWER, which she can use to fire a bunch of pistol shots into Crocodile's brain before he can blink >:) Ok, I don't really think that's what would happen but if you're gonna go all fanboy on me, someone needed to bring you down. As for how it works by seducing, I agree, that's sterotypical but it's not all she has and more to it, it fits her character perfectly as the most beautiful woman in the world. As for what she has, we DON'T KNOW. We have yet to even scratch the surface of her true potential, she hasn't even been in a real fight yet you're lording over everyone claiming we' ve seen everything she has and she's super weak!!! By the way, those kisses are more effective than you think seeing as they worked on Luffy and he beat TWO warlords!!! By the way, they can hurt logias too and don't deny it because it's common sense at this point that whenever haki hits something, the power is negated sans the Kizaru/Rayleigh fight and Lffy vs the Boa sisters.
Now onto the rest of your post, it makes me think you don' even read the series. She's a weak nobody? Have you even payed attention to the series? All the hints are pointing to ehr being MID-LEVEL at least. She easily subdued Luffy, she took out an entire marine crew AND a vice-admiral easily, she got her status after one campaign which only got her a bounty of 80 million which means the World Government was way too scared to let it get any higher than it already was and SENGOKU himself said she was strong! He was happy she was on the team and looked he would have been worried without her. As what she can do in the war, she can OTK countless hordes with one attack and some higher level crew since not all of Whitebeard's men are badasses like Marco who don't flinch at anything. Mr. Oda is clearly hinting that Hancock is a VERY strong pirate yet you're claiming that ehr powers are weak and she is weak when we've barely gotten a glimpse of what she can do and what we have seen is pretty freakin' scary! You have no substantiation at all in all this potcrak you're spewing out except your own BIAS and hatred at her character. I'm at least basing everything on the hints GIVEN in the STORY itself.
As for her character, give Mr. Oda some time to develop it!!! We've known her for what ten to fifteen chapters? Yet even in that small period, we can see that there's more to her than meets the eye. I didn't like her much initially myself. I also thought her personality was bland and bitchy HOWEVER then we learned that all that was merely a facade, a mask to cover a deep, emotional scar that she has had to hide and bear for many, many years with an ice-cold heart. And Luffy is melting that ice-cold heartm chanign her making her more caring and natural and heart-warming, which was the point which you clearly missed through all your bias. For only approximately fifteen chapters, the cold, lazy queen becoming a stoic (clearly as when she's not fawning over Luffy she doesn't act as bitchy anymore but more in calm thought), caring and yes love-sick (which I find the gags hilarious) girl is good character development. Especially since, during her transition between the two, she constantly flip-flops to both those personalities which get a good chuckle out of me
