If I remember it right, only Naruto's dad was forced to death through the sealing while his mother chose to be sealed as a living memory instead of raising him.
Either case, they both died from it, leaving Sarutobi to become naruto's caretaker.
He does this by initiating a secret law not to reveal the truth to Naruto (understandably because he did not want to shock naruto in his youth). Here's where things went horribly wrong however - By not instructing anyone on the nature of the seal, not acting as a caretaker, allowing the adults to bully naruto for as long as they do not say the wrong words and therefore pass on their attitudes to their own children, he completely fails to compensate for Naruto's lack of love in growing up, making it almost the same thing as just telling the truth right on, if not all worse.
As if that (choosing to not reveal the truth and instead let Naruto ponder if there's even a reason the entire village hates him, nobody trying to care for him at all) would be worse than taking care of him and letting him grow up with Konohamaru.
Now thats the puzzle piece I can bring up to say the Third never tried to act as a caretaker. Naruto did not know Konohamaru at all, despite him clearly knowing what Naruto needs most. If the other adults wont let Naruto play with their kids, let him play with Konohamaru… nah, that would be to kind on his part, or insisting on the Adults allowing it.
Gaara's case is just sad altogether. It made more sense in conjunction with how Naruto was treated, fleshing out the fact that everyone around a Jinchuuriki became extremely wary and often, spiteful and abusive. Because it was an uncertain fact of the Bijuus nature when sealed.
That is, until Kishi revealed that so was not the case and that just everyone was hating on them for the sake of hating on them. Gaara was said to have gone through that because of love towards him. Naruto was told through living memories of his parents that it was because they loved him, including references on the thirds involvement.
Sweet.
Third: Now, lets begin the debate on how to improve our caretaking methods to a closer zero while trying not to step to far.
Kazekage: I have an idea of ordering our host's aunt to attempt an assassination and if in failure, mentally assassinate him instead with cold, hateful statements.
Mizukage: Wouldnt that be going to far? the point is to keep him on edge isnt it, because that sounds like going to far.
Kazekage: No worries, we can contain him and relieve him with his sister and brother. It'll work out, I assure you.
Third: On my part, im thinking of starting a law to forbid the truth to be told to our host, Naruto. While only going so far to hide the fact, I will still allow years of solitary childhood with otherwise normal boundaries of abuse and isolation. Because I was asked to take care of him after all, im obviously not going to introduce my own son to him, pff - the nerve of the Fourth.

Raikage: You can play on the edge as much as you like, im going to have the fact outright stated and play Bee out to be a hero. As keeping him emotionally exalted might produce a more favorable result.
Third and Kazekage: Thats just a bunch of horse****, Love and responsibility isnt going to make him any more stable.
