On a side note, the webb and flow of the series hype seems to work a lot in tandem with focus of the arcs.
The first couple of years it's the East Blue, so the series is still establishing itself and growing, but then we have a big fan favorite with the Alabasta Saga. Luffy's now in the Grand Line, facing a shichibukai, gathering weirder crew mates, and a big bounty at the end. This was such an important arc that years later we got the Alabasta movie and the relling of Drum movie.
Then the story "side tracks" a bit, they go to a Sky Island, not connectect to the rest of the world, so Luffy's new bounty and fame is meaningless. In the end we do see a new poneglyph and the info that Roger also visited Skypea, and now mantra is an important part of the series, but since it came at the end of what was at the time the longest arc of the series it didn't feel much like the story was going forward.
Then we get back on "focus" with the CP9 storyline, there's Robin's backstory, the first admiral, there's more info about the WG and their atrocities so they become more than the organization that pays the police/marines to fight pirates, the ancient weapons come into play again, and we see a ton of new moves and the crew getting stronger with the Gears, Diable Jambe, Clima Tact, Monster Point, etc. Plus Merry's goodbye and a new ship at the end.
Then a new side adventure, on the scary island. Everyone loves Brook and his story but Moria is another shichibukai, nothing new, and Nightmare Luffy is also just a one time thing.
Then Sabaody, Impel Down, Marineford. Old legends coming to play, the other admirals are revealed, One Piece is real, rules are broken, people die outside of a flashback, and it ends with a time skip. The hype is at an all time high.
Fishman island is a bit like the East Blue, it's re-establishing the characters after the time skip, so the hype is so and so.
Punk Hazard is a new random place that's secluded and sets up new things but doesn't resolve any older threads.
Then we get to Dressrosa, finally facing Doflamingo, a new admiral, a new gear, resolving Law's arc that was a new fan favorite character, Sabo, the grand fleet, new bounties all around. Big hype.
After that is Zou and Whole Cake, another couple of surprise arcs that start establishing new and continuing previous plot points but not actually resolving many of them.
Until we finally get to Wano. Love it or hate it, Wano was full of hype and delivered a ton of it. New gear, Jimbe finally joins, new swords for Zoro, new powers for Sanji, new Clima tact for Nami, two emperor's going down, new bounties all around.
Now we're at Egghead, another arc that is intruducing a ton of new info and plot points, like establishing the powers of the Gorosei, and sprinkling a little more of the backstory on the world and devil fruits, but in the end the crew is trying to escape the bad guys not taking them down for good.
And next we'll have Elfaf, another arc promissed a long time ago, which is expected to deliver on a lot of previous threads like Big Mom's story, the return of Saul and knowledge of Ohara, possibly Shanks being there.
And this is not to say that every other arc is bad or boring, or that they aren't full of great moments and important plot points., just that whether it's planned or not OP has a certain pattern.
