I don't know. It's kinda alarming. Especially when you consider we don't even know the extent to which Sugar's ability affects friends of her toys.
As I said, that panel just seems suspicious to me, with ot without Sugar's ability. We have Luffy on Fishman Island who senses an axe flying towards Shirahoshi and catches it and then we have Luffy on Dressrosa who doesn't even try to protect Violet. Don't know about you, but that just looked wrong to me.
Again, what does that have anything to do with Robin?

Even if we pretend Oda wants to have the crew do things differently because Robin is gone, it wouldn't change the fact Luffy saw the CP9 use Soru or Aokiji met and wiped the floor with the crew on Long Ring Long Land, prompting Luffy and the rest to try and overcome some of their limitations. Gears are still there. Like Robzilla said, they'd easily patch their memory. "Those CP9 guys pissed us off so we chased them all the way back to Enies Lobby and kicked their asses!"
If I had a memory of giving a gift to somebody and that somebody suddenly was erased from existence, I would still remember that I gave a gift, I just wouldn't know to who.
In other words, actions related to a forgotten somebody aren't forgotten at all. We saw that back in the Colosseum with spectators remembering watching Kyros' battles despite not remembering who Kyros was.
