Crocodile wasn't being arrogant, he wanted revenge for something Whitebeard did to him, that's what eclipsed his judgment. And I'm not saying that Doffy would beat them but at least he seems willing to try which suggests they're not that far apart from each other in power. They'd give each other a good fight is what I'm saying unlike Kaidou which Doffy does not want to cross at all costs.

Thing I'm trying to get at is if the only reason Fujitora's not arresting Doflamingo is someone will replace him, they why not just let him get replaced? You're going to overthrow the system anyways, why not stop one villain now when you have just cause and still overthrow the whole system later?

If that's the case, feel like the context of his speech would be more like we have orders instead of what we got.
In the end Fujitora will need to work his way through WG in order to make them agree disbanding the Shichibukai. So it's not like Fujitora arresting Doflamingo would make Fujitora look bad in WG's eyes. Since they can make Marines set Doflamingo free. Since he is alive and well, after his crime empire and kingdom coup Fujitora would tell he had no choice but to arrest him?
It shouldn't be about Fujitora wanting to make the world population see what Shichibukai does because World Government has the media and they won't allow the news of a Shichibukai pirate who is associated with the World Government had been such an evil bastard for 10 years.
I do get what Fujitora is trying to do here is make people fight for themselves and trying to eliminate the cause of the problem rather than symptom but it contradicts with how he thinks earlier. The assumption is that Fujitora (and probably Akainu as well) want solid evidence to go up against the World Government to show them that the system is broken.
If Fujitora simple (and that is read with lots of difficult and complexity) goes and arrests Doflamingo, it becomes a use political issue.
WG says just another bad apple, replace with new tyrant. Marines say system is broken, we need to get rid of all of them. It's the same old story and history repeating itself.
Fujitora seems like he's trying to gather a circumstance that will change the flow of events.

Also a thing about Fuji. I think because of his blindness, his other senses become more sharper, which is also true for Observation Haki aka the 6th sense. That's why he can hear emotions of Dressrosa people and maybe even foreseen the nearest future (his comment about changing location of battle in the middle of attack on Sunny).
Anyway too bad Luffy laughing at Pica, when only Pica himself is there it would be more fun when DD and his whole family there hahaha.

yeah, it is a bit of a drag. i didn't know about him sticking to the official release for translating so that makes sense now, lol.

If I have to guess, maybe Isshou is thinking of the bigger picture? Like if he takes down Doflamingo, it would just lead to a cover up and his replacement and the cycle would continue. Letting the people take him down could very well shake the foundation of the Shickibukai system because of all the blood and sweat and tears they went through…or something like that.
the one thing i noticed about op is that theres a lot of running. always running. its good that at least we know where they all are and its not a mess. also i wonder how theyre gonna get the factory if the keys are destroyed?
