Unless something significant happens involving Akainu over the course of the manga, I'm almost leaning away from him being the final adversary that Luffy fights. Whatever Akainu has or hasn't done, it's all been in pursuit of trying to bring justice to the world. Yes, he's an extremist, and yes, he's done some terrible things in the process, but I don't feel like Akainu represents what the WG is really after all that accurately. Generally speaking, I think the final boss/opponent that the SHs have to face - the ones that really represent the fucked up stuff the WG has done to its people and its countries - hasn't been revealed yet. I could be wrong and Oda could go that direction, but I'm not sure the very personal clash of Akainu and Luffy's ideals are really what that final war will be about.

What I suspect is that the ancient civilization made the knowledge in Raftel unable to be destroyed like the Poneglyphs so the WG spend more time trying to stop Pirates from being able to start the journey there - but I will agree that the journey wouldn't be as easy as just sailing there.

The same "method used" with the Poneglyphs…
the info being indistructable, so TAKING/DESTROYING the "info" is not an option.
Thus the "prevention" method is the key to ALL of it.
