No. Alluka is biologically male with a female personality. Togashi's done this kind of thing before in Yu Yu Hakusho. It's progressive gender politics.

What I meant to say is that Alluka's sex has been noted by numerous official sources to be male. The guidebook calls him male; Milluki, Illumi, Kalluto, Silva, and the butlers all refer to Alluka as male too. His personality is that of a female, making his gender female. There's a difference between gender and sex, which is why I think Togashi is employing progressive gender politics (as he did with Sensui). Sexual ambiguity is present throughout the entire series, with males adopting female mannerisms (Hisoka/Alluka) and females adopting male mannerisms (Biscuit). Togashi does this visually in his character designs too–with Neferpitou being "male" but looking like a female.

Killua is the only person in the Zoldyck family who refers to Alluka as his "younger sister." But in the same chapter, Milluki calls both Kalluto and Alluka his "younger brothers," not using a gender neutral term. There are too many people who use sex-specific terms in reference to Alluka for it to be mere coincidence–the Zoldycks, aside from Killua, all see Alluka as a boy.
The chapter that first introduces Tsubone introduces another problem in that Killua calls Alluka a "girl" when mentioning her to Gotoh, quotation marks included. The conundrum is that those quotation marks are present in the Japanese version as well–they're scare quotes. This implies that Killua knows that Alluka isn't physically a girl, but her main personality is. It's like the relationship between Sensui and Itsuki in YuYu Hakusho, as the former also had a female personality despite being physically male. Togashi doesn't believe that sex and gender are mutually exclusive: his characters showcase this, and it's pretty clear that Alluka is another case of this. I wouldn't be surprised if Togashi did this because he wanted to explore Itsuki's psyche through Killua (as Itsuki, despite being a minor character, has been noted to be one of his two favorites in the entire series).
The final problem comes down to how to refer to Alluka. Even though the kid may be physically male, I think it's politically incorrect to do so if Alluka refers to herself as female.

There're some incorrect points in your posts.
Only Illumi, Milluki and the 3 dead female attendants can be confirmed to have referred to Alluka as being male.
Gotoh, Amane, and Tsubone all have used gender-neutral honorific suffixes when talking to/about Alluka.
Silva referred to Alluka as a 'thing,' also gender-neutral.
As for Kalluto, prior to chapter 326, I thought the brother he was referring to in chapter 229 was Alluka, but based on the interrelationship diagram in that chapter, it appears that that brother is in fact Killua.
The quotation mark in chapter 324 is also ambiguous and can't be regarded as concrete evidence. Here is a Japanese's take on it:
I personally think the biggest hint Togashi has given us so far is the use of quotations when Killua says to Gotoh
Alluka is a "girl".If Alluka was 100%, without a shadow of a doubt female, then there would be no need for those quotations. Togashi is being purposefully ambiguous about the gender.Also, Gotoh's reaction in that same panel is just as ambiguous. A shot of the back of his head with a sweat mark whilst sayin "gu…" is a reaction expressing either "He's got a good point..." or "He's got a good excuse..." ( for bringing Canaria along). Gotoh, nor any of the other Butlers react to Alluka being called/treated as a female by Killua.
Did anyone have the raw of this chapter? I'd like to see how Grandma butler talks to Alluka. Maybe that would provide some info, but i'm betting it's going to be just as ambiguous.

Is said in a feminine way, particularly use of "dameyou" instead of "dame" or "dameyo". That last 'u' is feminine. Hard to explain exactly why, but my 3 year old female cousin talks EXACTLY like that.I guess time will tell, hopefully. We do know that Togashi is purposefully ****ing with us though.
So, basically Togashi has been ambiguous on purpose about Alluka's gender. We're all speculating, and until he explicitly tells us the truth, everyone's guess is as good as that of the next person.

Biological gender doesn't not necessarily indicate gender identity.

If your brother asked to go by a certain name or calling, you can either respect their wishes or call them what you originally call them. Killua does the former.
It's almost 90% clear that the Zodylick's have 5 sons.

I hope they clear this up in the upcoming chapters. This makes no sense at all. I know in a lot of mangas they have men who look like girls, but they always get called what they are. Everyone is calling Alluka a different gender.

Killua won't be happy about this, I'm hoping this arc has a Killua vs. Hisoka or Killua vs. Illumi fight though the great thing about HxH is that it isn't so predictable that I can say either of these events will happen with certainty.

Hisoka, how can any other shonen villain compete with you if you keep being this awesome week after week? Togashi, you've restored my faith in shonen manga. Well played.
Tsubone's character has really piqued my interest. She works directly under Silva, so we've most likely only seen a small part of her strength. Her capability of keeping up with Killua's monstrous speed is something you don't get to see every day, and even Killua himself seems to respect her in a way. I wonder what she has got in store for us. Please, Illumi, do not kill her just yet.

Years ago when bungee gum was introduced(against kastro) I wasn't all too impressed with it.
It was pretty original but also kind of bland. But oh well, I really didn't spend to much on thinking on the many ways it could be applied.
Bungee gum is surely one of the most versatile powers I've seen in shonen manga. -
