Well I did it with Photoshop, but I've been told GIMP has similar functions so give it a go.
1. Create new layer and fill it with a solid colour, preferably Gray.
2. Add noise, just little will suffice(monochromatic)
3. Add filter>motion blur (adjust the angle to get a better falling effect)
I then deleted chunks from the result so it didn't look like uniform lines. But since you're going for a blizzard effect I suggest thickening the lines.
4. Add filter>maximum (I don't know what this function is called in GIMP, but this will give you a nice icy look)

Thanks man I'm not getting all of this but I guess that will help me nonetheless! I'll try it soon I guess…

To answer someone's question, the reason I made my own 'tori's was so I could be original and not have a 'tori avatar also used by other people. Though I have given permission to Enzeru to use my Sanji for the campaign, but that's a special occasion!
