It looks like on the next page that he's wandering around in the buildings, so there is air. As for the bubble on the previous page… I think after entering the palace, it's already dry, so Luffy could freely leave it.
Edit: It makes sense that the inside of the palace is dry; Zoro's in there somewhere too. But, that makes me wonder how the mermen inside move around, if they aren't on bubble rides. I guess they could hop...

Robin was always ambiguous, being a member of the bad guys yet helping the Strawhats out at times. Caribou has already been shown to be a murder (where has Robin was implied to be one but was then shown that she wasn't) who dreams of killing the Strawhats and selling mermaids to get rich. One thing the Strawhats have always been about is freedom, and willing the engage in the slave trade is in direct contrast to that ideal. Caribou is not crew material.

After that she made an offer to aide Luffy and reveled that she purposely lead Vivi to discovering Mr. 0's identity. She did take down Pell, but afterward she saved Luffy and let Pell treat him. You couldn't tell with her.
You can tell with Caribou. Murder, burying people alive, attempting to commit mass murder, having a rep for murdering marines, lying, laying in wait to kill Nami and Robin, kidnapping innocent mermaids with the intent to sell them into slavery, etc.

It could be the window, but if you look at page 14 the palace is underwater and the strawhats are in a bubble. It doesn't explain the fact how Luffy could leave the bubble without drowning.
