After re-reading the chapter again, it struck me that this chapter possibly revealed so many information regarding the whole issue. However, since I can't read any Japanese at all, this is purely speculation based on the pictures I see :P
I may be wrong but this chapter may explain what happened to Tom, why Franky & Iceberg is not as close as they should be and why Franky always act as the 'bad' guy in society:
*Tom may die in the next chapter
*Franky will blame himself for it and feel that everybody is also
*Iceberg may develop a bit of hatred towards Franky due to this incident and may feel akward when meeting him
*Since most of citizens of W7 is blaming him as the 'bad guy' for the Battle Franky incident, even though he isn't to blame he feels that he might as well become a REAL bad guy -

- It'd be fun if Tom is still alive somewhere and he'll be one of the StrawHats. He can built another Ouro Jackson for them. If that happens, Tom's gonna stay in W7, Franky as Franky House.

A very big thankyou to everyone involved in bringing this issue.
Powerful is the one word I choose to describe this chapter. That emotion on Franky's face when Iceburg is talking to him, the anger on Tom's face.
There's something about Spandam's face that reminds me of cyborg Franky, the shading around the eyes, the dark nose, but it might just be to identify the darkness of the character.
Pity I can't understand a darn thing they're all saying.
There was a little bit of this chapter I managed to read though, the sign on the cover. I thought it had something to do with the Aqua Laguna at first but that's not coming 'till night, right?'Arg' at language barriers. They're the region encoding of the books of the world.

Don is similar to 'BAM'. There's a number of ways you could think of it but it the sound of something hitting something pretty hard, like a drum. Notice stephen in his translations tends to use 'pound out' since Tom uses it frequently.
Why does everyone hit Franky all the time?
Nah, that's not the point. If you pay attention, this is the first time Tom EVER raised his hand against Franky. Now I see why. It makes perfect sense. Franky was always incredibly proud of his creations and plastered his nickname all over them. That's why Tom didn't care what he did so long as he claimed them as his own. But for the first time he said they weren't his, Tom layed the smack down.
Oda is fantastic. I wondered what the theme would be, and it is very clear now.
If you think about it, sometimes we all make 'ships' we need to claim as our own to be proud and face reality like a real man/woman.

Another quick comment on this chapter. I liked the dialogue between Franky and Iceberg after the ship attack. Iceberg makes comments that it is dangerous to keep weapons of destruction around in regards to the Battle Franky's. It is a good motivation sequence adding to his determination to kill Robin since he has seen how dangerous weapons can be first-hand.

Another quick little thing:- Perhaps this arc it will be revealed that there's a way for devil fruit users to go in the ocean. Kaku could have a devil fruit power and used this technique to go under water to check the bottom of Going Merry. Shank's could also have this technique (I needn't point out where he might have used it). The technique could require some really hard skill to it so only those really strong can use it but only sparingly, and it may be a secret so others don't know of it. Have CP9 shown off all their skills yet?

… The only bad part about a new chapter is that you have to wait a week for the next one. I can hardly wait for the next chapter to see what Tom has planned, and how Franky becomes a cyborg.

Anyone can tell me how to access ocean's translations ? I remember him saying something was foobared with his website, but since so many of you seem to be able to read the translations there must be some way to get around the problem (maybe a corrected URL or something ? ).

Ok, this is one of my theories for the next chapter:
We're goin' to see the end of this flashback on the next chapter. Tom said to Franky and Iceburg to not intefere no matter what he's going to do now. At first, I thought Tom was going to do some hell of a uproar, but that's not Tom. I think he's goin' to tell the people something. I have no idea what, but he'll be praised by the ppl afterwards. Maybe he'll tell some facts which makes at least Iceburg innocent? Maybe he'll prove that this is a conspiracy? (bah! My english!) Some way or another, Spandam gets pissed and tell the marines to execute him. But then Franky runs in front of Tom and take all the gunshots. He tells Tom that "As you said, men should stick out their chest on the ships they build…"...and "dies"...
Tom gets executed, but keeps his title as W7's hero.
Bah, just some of my random thoughts...
