You know, CP9 messed up pretty badly. They're supposed to be a 'secret' organization, but they left Iceburg alive. I'm sure they thought he was dead, but he's not, and the government is gonna have a lot of explaining to do about a secret organization of assassins/spies who have license to kill anyone who 'doesn't agree with the World Government.'
Not to mention the fact that there'll be a lot of repair work necessary for the sea train, which has become a very necessary part of the economy of that part of the world.
So. We have the WG (or their agents) attempting an assassination of the mayor of one of the most important cities on the Grand Line. A man who is also one of the few in the world who can actually repair the sea train. And he can make sure that the whole damn city knows all about what really happened.
At this point, the WG has two options. Either kill everyone, or make a deal with them. Killing everyone is messy, so I'm guessing that the Galley-La and the Franky family will be getting some major concessions from the WG to keep their mouths shut about the real story.
And though it looks more and more like Franky will be the next addition to the crew, I still think he has way too much baggage. I don't see the whole Franky Family joining; they're loyal to Franky, and you can't have two captains.
However, I bow to the genius that is Oda, and will abide by his dictates.
If you look at it that way, Lucci's CP9 group isn't doing any better than the other three when they killed more than they needed too. And with those two examples we've seen of CP9.. they aren't doing too well, are there? Sure, the main job of getting Robin and the blueprints was taken care of, but they sure did leave a mess. But then of course, you have to give credit that if it weren't for Luffy and the gang, the job would've been a piece of cake.
