hmmm Vegeta was more epic then Goku. Zoro, Shanks, Ace,Kidd>>>LUffy IMO atkeast. Ushally alot of people gets more liked then the main characters. Luffy and Naruto are just basically Goku give or take a little different things.
Luffy is a strong main character. His brand of idiotic stubbornness and childlike qualities make him as fun a character as he is flawed. He's a character who's believably endearing, unlike many 'charismatic' main characters. Furthermore, he can turn into a genuine badass when he sets his mind on beating a particular person or doing something amazing regardless of the odds.
Naruto used to have some fun qualities, but they've mostly been drowned out. He used to be a stupid failure of a prankster that did very stupid and unconventional things to be recognized and some of that even transferred into his fighting style early on. By part two, he was suddenly unbelievably mature, stripped clean of the unconventional prankster part of him and has only occasionally made a stupid comment. His "believe it" stuff comes off as preachy and unrealistically convinces people. And I'm not even getting into the Sasuke stuff There's not even a growth story to make the changes in him believable. He's bland, boring and has become pretty unlikeable.

Oddly enough, I think Shikamaru's actually grown in the story's time to accept duty over his personal laziness, for the most part. He's proven himself as an excellent tactician and has experience behind him as a genuine leader (the rescue Sasuke was a failure on his part, but he has it under his belt to learn from and he was up against incredible odds). With the growth he could experience in the time between now and the series' end, I think he could make a much better hokage than Naruto ever would.
