Even if that's true, there is no way that the upper management won't encourage the editors to encourage the mangaka to end it. In a way it needs to be true, as is the authors who will draw that ending, and pissing off the editorial and the fans alike is not a good idea.
And the vice editor in chief is the one who signs on all of the big decision, as pay and table of content exposure. I'd guess the chief is busy.

Also, they have the control over their live hood as well, if they decide to pay less per pages, then the author might not be able to pay for the studio, assistants or living expenses.

Unless something changed recently you just have to install an older version of the Viz app. It worked for me (I renewed 2 weeks ago).

Yes. You can't renew before the next issue is up on the app. Same button as the Download / Read one.
