Really hard choice so I handled it like it was a band aid and made a quick decision to get over the pain of choosing. Went with Hawkins just because his power is so intriguingly awesome. I also like the little bit of his personality that we've seen so far. That being said it was still a tough choice because Mr. 1 had an awesome fight along with his return to play a large role at an era changing war. I say large role since he was one of the many people who saved Luffy, who being the main character will obviously greatly affect the new era.

Edit- I think my vote somehow jinxed Hawkins because after I voted it was 32-28 now there's been 8 straight votes for Mr. 1.

Mr. 1 has already developed as much as he can. At least I don't see him getting a backstory or further explanation about himself. He is just Croco's henchman.
Hawkins in other hand is a developing character, having A VERY INTERESTING ability. Among the other things that make him interesting. He has the so called bishie-hair, but he doesn't look like a fucking bish to me. So what's the other choice..? Heavy metal. That's right, if you like metal and rock'n'roll, vote the one with the mosh hairdo.
Everyone likes voodoo, well, not everyone. But it is indeed a very interesting religion, and Oda has not done any mistakes with Hawkins and voodoo. This shows that Oda is interested in his character(as always) and takes care that Hawkins gives the right impression about voodoo. If you want to be tolerant for other religions and different kind of people, vote Hawkins. He has a wide variety of different cultures in his crew.

Speaking of his crew, he has a kewl looking indian there. Also, Rufflecat who talks, a guy with a turban, and different kindds of masked guys/gals. Of course everyone remembers Spage, the one who panicks very easily.
Hawkins' personality is often described as none. But this is wrong. He is just calm, collective and polite. He also has good nerves, as he strictly doesn't allow himself to show almost any emotion. Our blonde also cares about his crew, taking all the injury to himself at the fight against Kizaru. So you can't say that he is selfish. As most of people have noticed, he is highly analytic and think-through type of person. He likes magic(ORLY?) and… gardening. One thing telling about it is the fact he has a tree on his ship. I named that tree Isabella. And it may look kind of dead, but there are lots of trees which naturally look like it.
I also have a feeling that Hawkins is very tidy. And he is fashionable too. He wears classy clothes and keeps an eye on what his crewmates wear.

Can you hate a guy this thoughtful?

So if you like variety, choose Hawkins.
