Holy shit! Luffy has his "mafia boss" coat from Strong World as an alternative costume? Now that's awesome.
But I hate the cover. WAY too many characters. And it looks so cheap because it just looks like a VERY quick photoshop job. All poses (except the Strawhats's poses) are copied from volume covers or shots from the manga. It's horrible. For example Kidd and Law are from the volume 51 cover, Magellan and Hannyabal are from volume 54's cover and Mr. 3, Ivankov, Inazuma and Hancock are colored manga shots.
They didn't even bother to resize the characters, it just looks stupid that Mr. 2 is so big and Caimie, posing next to him, is so small.
But whatever, it's the game that's important and not the cover. And the game looks very awesome.
It could be that the SW coat is just a support form of Luffy, and not a alt. costume.
Although, alt. costumes would be awesome, and I hope a lot of characters will get them.

Um, there's still a very strong chance Moria will be playable, so I wouldn't get upset >_<
The fact that Lucci is in at all means this game isn't entirely based on Marineford / Amazon Lily / Impel Down / Sabaody, so it's very likely Moria may be playable. Doubt they would include Lucci as just a support as well, so he's probably a battle character.
Remember, Ivankov was first revealed as a support, so don't assume any of the supports are written off as battle characters. I think Moria, Marco, Bon Clay, Mihawk, Inazuma, Mr. 3, Mr. 1, and a few others have a very strong chance of doubling as battle characters especially since all the playable characters seem to also work as supports.

Every single Straw Hat (aside from the ones being played as) is a background character in the Thousand Sunny, and Ivankov was revealed as one of the first confirmed support characters, yet they're playable. Don't lose hope yet, especially since Moria was such a recent antagonist who actually appeared in the arc.

Well, here's my thoughts on your list. In terms of ordering I'd say it's pretty good, the characters in each bracket could probably be interchanged though.
21-29 are likely candidates as you said. Only ones in that group I could see not being playable are Shanks, Vivi, and Smoker but they should at least be in as supports.
30-36, most are probably just supports. Law and Kidd are pretty popular so they have a chance, as does Garp.
37+, I have my doubts. Lucci was a surprise, but dredging up East Blue villains seems highly unlikely. Sengoku I could see as a support char, and Shiki would be awesome.
i hope pandman is in.

Doflamingo is tricky. In importance to the series, he is more than worthy of a spot. But in moveset possibilities and character development, he would be ranked less that Hatchan and Kaku. The same is true for Sengoku, Garp, Shanks, Law, Kid, and more or less Marco, Mr.1, Vivi, and Inazuma.
I think i underrated Mr.3 though. I didn't initially realize it, but he really has become pretty important character in the series recently, not in major fights but saves (save luffy from magellan, frees ace). And I also didn't realize that he has a very large moveset to play with, much of which can be original to the game due to the nature of his power. Though he hasn't done it in the series, i'm sure if he is playable he will make wax wax moves that aren't "canon", which isn't a problem.
Well, Mr. 1 and Vivi have a big enough move pool to make them battle characters. Vivi was in Grand Battle / Adventure and Unlimited Adventure…and Mr. 1 was apparently in the wonderswan games from what I've heard.
I think Law, Kid, and Marco all have shown a decent amount for a moveset...I mean they put Sasuke into Jump Ultimate Stars even though the manga had just finished the Grass Country arc and Sasuke only showed 2 attacks. They made those his specials and filled in the standard moves.
Generally though, I agree with you....Doflamingo is as important as you say...but just hasn't shown nearly enough...at least with Garp and Sengoku you have some potential for specials and could fill in the standard attacks as regular pucnhes or whatever given that they both seem to fight with their fists rather than any sort of weapon. Similarly they just add some kind of haki sword attack for Shanks special and fill in standard sword attacks. Same goes for Law, Kid, Marco, and Inazuma....Vivi and Mr. 1, I think have enough for specials and standard attacks.
Shanks is tricky....he's very important to the story and we technically know he fights with a sword. He hasn't really shown a single attack yet, but they've included him in pretty much all One Piece games as a playable character, so I don't really see that changing especially given the role he plays at the end of the war.
Sengoku...I guess, they could POSSIBLY add him...but we know so little about his power. I guess he might fall into the same area as Shanks though because of how important he is.
Doflamingo, I don't think will be playable simply because we haven't seen him attacks someone even once. He SOMEHOW sliced off Oars Jr's leg...and can control people like puppets. I think at this point, it makes him a support. I mean, I think Oda's saving his power because he'll be a major arc villain in the future...maybe even the center of an entire saga (akin to Lucci, Eneru, Crocodile)...I think Kid, Blackbeard, Doflamingo, and Kaidou will all be major villains in the future alongside others we haven't seen / heard of yet.

Where are people getting the confirmations that Robin, Brook, Blackbeard and Franky are playable? I've YET to see a screenshot where they are. (Although it would just be ridiculous to not have them in. You never know.)
And if we are going from chars whom have movesets from earlier games then:
Kuro, Arlong, Krieg, Calgera, Foxy, Hina, Mr. 1 and Doflamingo already have them from earlier games.
As neat as the artwork looks for the strong world styles for Shanks, Luffy and Ace, I'm gonna stick to the original version as I wouldn't be able to use those cards anyway.
