This may seem wierd, but I got to thinking about Luffy's mother, and came up with this.
Would it be possible that Luffy's mother was a tenryuubito ?
Not sure but, aren't there more tenryuubito them the ones shown on SA ?
It could be possible that Luffy's mother was a kind ten, that Dragon had a relationship with.
If we assume that tenryuubito frown on their females having relationships with 'commoners', could she have been punished for her relationship with Dragon, and gave up all she had to give birth to Luffy ?
Just a random theory I came up with, and I had to get it out.

i hav no idea who she could be, i always had an inkling that maybe she died as a result of the government, which i think would hav been the trigger for dragon to become a revolutionary, so in short i think she died a long time ago,
it would explain why garp raised him, because his son is on the run and the mother died leaving luffy in his care. but this probably belongs in the theories section

I've always had in my head a theory that Luffy's Mom was a Yonkou. But that's just me assuming she is some ultra powerful pirate. She could have been just a normal woman. So my guess is still up in the air. Regardless, I'd like a mother in this story to actually be ALIVE!! And I'm hoping Luffy's mother is the one.
I'm still wondering if Luffy even knows he has a mother. He didn't know he had a father afterall. Heh, Luffy really keeps a lot of things to himself.

It would seem that everyone who has D. in they're name are possibly distantly related, or maybe said family were like knights from the lost void century, or maybe they're ancestors were the rulers during the void century and they're all just fallen royalty.
As far a Luffy's mom I think she's strong but not necesarrily a pirate or marine or terrorist. She could of been a normal person who Dragon too a liking to, and just so happens she can obliterate some shicibukai level ass!

I'm willing to bet that Luffy's mother has a tiger theme. His father is Dragon, and tigers and dragons seem to often be linked together, at least in artwork. Crouching Tiger, Hidden Dragon… ToraDora... But that's a minor speculation. (I'm hoping it'll turn out to be true, because I LOVE tigers. And dragons. I'd have a new OTP right thar.)

Gotta say, I like the idea of Luffy's mama being a bounty hunter, or one of the seven gods/yonkou. Sure, a plain Jane kind of person might work, but considering the rest of the Monkey D. family, someone equally insane and powerful for his mom would just perfect the set.

You see, when Dragon was young, he changed his girlfriend every day.
Then, one day someone just had left a baby in front of his door. He didn't know who left him there, but there was a letter that said it was his.
So even Dragon doesn't know who Luffy's mother is. -

My guess is she is a character that hasn't been introduced yet, or will never be introduced. Unless she works her way into the story, she'll be just as unknown to us like Sanji's or Zoro's mother, it depends. But the fact that Oda has shown us his father, Dragon, means that his mother is equally as important. Especially, due to the fact that Luffy doesn't take after his father.
There may even be somekind of plot twist that Dragon isn't even Luffy's father. But so far, Luffy's mother is not important.

I want Luffy's mom to just be Makino. I know she was in the manga for like a whole 5 pages, but she was simple and cool. His mom doesn't have to be some super amazing person like all of his other relatives. =(
