I would have to say water7/ennies lobby as it is when the characters develop the most IMO as well as being full of suspense and having so many plot twists. Then it would be baroque works as during this saga I felt very attached to the crew; a very captivating saga. Then it would be sabaody archipelago. Too bad I can't vote :(

Arlong Park still might just be my favorite arc. Nami's back story was just so sad and it was all just really really emotional and well done.

I hope the SH's meet Arlong who is acting all though and mighty at Fishmen Island and Ussop defeats him without even trying or that Arlong is on a leash by Jimbei. I mean this literally ! Arlong being Jimbeis pet fish. -
Baroque Works for me. Oda handled so many different factors occuring simultaneously beautifully. It was at this point that i knew Oda was not just great, but in fact genius.

For some reason I just really wasn't into the Skypeia arc (Anime). The little girl annoyed the hell out of me and Wiper being able to use the reject dial so many times got annoying. The action was good but the filler killed me.
Water7/ Enies Lobby had to be my favorite. The twists were great, it was definitely suspenseful and it kept me up late watching episode after episode. The suspense and drama between the crew mates was awesome and the action was incredible.
Seeing Sogeking burn the Marines' flag and hearing Robin tell them she wanted to live gave me goose bumps. The fight with Rob Lucci was just too awesome along with getting to see each of the crewmates defeating other CP9 members. Also Luffy leveling up was pretty sweet.
Oh, and I happened to love the theme song for that entire arc so that probably helped too.

I kinda wish that the poll reset and people started voting from scratch. This was opened in the middle of the War saga. Now that a couple of months have passed and people can look at the War saga, maybe there can be a more accurate interpretation of what's the favorite arc.

I want to recast my vote. CP9 is good arc and all but after rereading the series, Skypei really does represent everything that One Piece is all about. Only two flashbacks have ever made me cry: Hiriluk's and then the Skypei one.

The CP9 arc embodied some good elements for me; there was character development all over the place, my favorite tragic pasts (Robin's and Franky's), some nasty villains (Kaku, Spandam, and Lucci are all amazing characters and fit their respective archetypes so very well), some incredible action scenes, and to top it all off, the most adorable character in the whole series that isn't a talking reindeer (Chimney).
I know what you're thinking: "Franky's past? Seriously?!" But hear me out, while it's true that both Nami's and Brook's pasts were sadder, I don't measure my favorite pasts by tragedy alone. Tom had an amazingly righteous death and death speech. And gosh-darnit, the brotherly relationship betweehn Franky and Iceburg really choked me up good.

I actually like the Baratie arc the most. I think Krieg + Gin are too of the most interesting villains in the series. Krieg felt especially interesting because he had a "do whatever it takes to win" mentality despite being just a relatively strong guy, he was incredibly resourceful. Gin is especially interesting because he's… just awesome. I love his drive to make Kreig the best despite him possibly being the strongest member of the crew and how terrible of a person Krieg is.
It also seemed to set the tone for the series very well, to any normal person, the Grand Line is filled with absolute monsters. The rest of the series doesn't give too good of an impression of this because basically you are seeing the top of mountain in terms of fighting power and skill, but Krieg was king of a small hill, able to absolutely terrorize and screw with most people. Despite this he was a small fry in the grand scheme of things. To the normal person, Krieg is a nightmare, in the rest of the series, you are seeing people of a scale beyond him and it seems pretty normal.
Basically the entire East Blue saga did this pretty well, when you see the top of the line in a weak place and how much crap they stirred, it really shows you just how badass the badasses of the badass oceans really are in comparison.

Alabasta still the best. Crocodile is still the best villain, but Blackbeard is definitely jumping up the ladder to replace him.

Crocodile is most definitely the best villain. (Although Smoker does forever hold a place in my heart). He defeated Luffy, fair and square, two times, and left him for dead. The only other villain whose done that once is Magellan. Not to mention, by the end of the third fight, Crocodile was unconscious. Luffy was dying from the poison of Crocodile's hook. A Pyhrric victory if I ever seen one.
And that's just a testament to his fighting ability. He is nothing short of an evil mastermind. -

I'll always love East Blue- from the art style in the manga to the animation in episodes 1-53, to the straw hats featured in it to the villains encountered to the fights and the flow of the story. East Blue was what I was introduced to and in my opinion, its a golden piece that truly resembles in many instances what One Piece is all about. I believe East Blue is what separates One Piece from a number of other different manga. I don't really understand why so many one piece fans aren't fans of it. I personally adore it and will always consider it the best.

Thriller Bark had it's own original storyline, with a climax and a final fight, a last boss, a new crew member and even the standard party at the end. If Skypiea counts as a separate arc, why wouldn't Triller Bark? :P

AraBasta, that was filled with jokes. Cobra was an awesome king. Not to mention that Crocodile was one of the best villains in the show.
Baratie, Sanji thanking Zeff was amazing. One of the best emotional moments.
Arlong, Luffy showing he wasn't all stuck up and that the respect he has for his crew is much better than other captains. When he told Arlong he couldn't use swords, and that he couldn't get far and that he needed his crew, it was amazing. I could go on but that was a great arc.
Drum, Hiriluk was a great character. He was truly a good person. I love when he was happy he got tricked into believing the Twenties were sick.
He was glad the country wasn't in danger.G-8 Arc, my 2 favorite characters were mainly active in this arc.
Luffy and Sanji in the Kitchen was great. This was an anime filler,
but was definitely better than most fillers.I didn't like Thriller Bark, although I love Bink's Sake and think Brook is a great character. Jaya and Skypiea are probably going to be skipped over when I purchase the DVDs.

If we're talking about anime as well: G8 arc was best among manga as well, other fillers were filled with poop though.

East Blue, Arabasta, and the War are possibly the best three, in my opinion.

1. CP9- Crowning Moments of Awesome for everybody. I loved Robin and Franky's backstories, everything Usopp did, and Luffy's fights. And then it's kind of a pivotal point in the story as they're making a name for themselves. Also the wanted poster scene.
2. The War- Puts the strawhats in perspective more with the rest of the world, a bunch of good plot twists, etc. The Amazon Lily arc was kinda meh, but Sabaody, Impel Down, and the War itself were all fairly awesome. I wish more about the other strawhats was shown, but focusing on Luffy alone works well.
3-5. East Blue, Baroque Works, and Skypeia are all solid. The arcs in East Blue and Baroque Works feel fairly separate to me, so the overall sagas don't stick out to me. Skypeia's main part was good, but felt too long. The main reason I'm grouping Skypeia with the other two is Jaya. In retrospect, Jaya is a pivotal point in the series. Luffy is shown to have matured to some extent (by acting similar to Shanks) and a major villain is introduced in a great way.
6. Thriller Bark- I have no problem with the whole horror theme and I sympathize with Oda' love for the Nightmare Before Christmas, but overall this arc didn't feel noteworthy to me. Brook, Perona vs. Usopp, and the whole dealio with Kuma and Zoro were awesome. But for the most part, I didn't really feel for this arc. -

East Blue just for Arlong. Just the emotional aspect of it was incredible. I just really wanted to see Arlong get his ass kicked. And Nami's flashback was so damn sad. It couldn't get better than that. I feel like that's the heart of OP. W7/EL was awesome too though ;P

I can't vote yet, but I'll give my (eye-soringly poorly expressed, my deepest apologies in advance if you go on to read them) opinions anyway.
1. Skypiea
Some people think that it makes it feel like filler, but I actually loved how this saga was so disconnected from the "normal" OP world, and was basically just a fantastic adventure up in the sky. Enel was a perfect villain, all the way from his ability to his personality and design, and the way Luffy defeated him, and the priests worked well as powerful, dangerous opponents. It was also a great, great way to introduce what we now know as Color of Observation, and the Norland flashback is my favorite in the series. The preceding Jaya mini-arc was also superb, with the brilliant introduction of Blackbeard and Luffy's CMoA in defeating Bellamy with one shot.2. Baroque Works
This saga contains just as many awesome moments as Jaya/Skypiea, but falls ever so slightly short of it mainly due to the fact that it was split-up between four different arcs instead of one "prelude" and one big arc. Each of them were still great, of course, though none bar Arabasta as good as Jaya. Crocodile is equally as great a villain as Enel, showing Luffy & the reader the level of the Shichibukai, and Oda handled his defeat very well, making it seem realistic without gimping him.3. Whitebeard War
I've decided to exclude TB from this, despite it starting with BB and Ace's fight, simply because it truly feels like its own arc with 40-50 chapters, a big-time main villain, individual fights for most of the crew, a flashback and a new crewmember. But anyway, the WB war was nice for the fact that we finally got to see many of the world's absolute biggest and best, and the final two Shichibukai were introduced. Whitebeard himself proved to be one of the best characters in the entire series, in my opinion, despite his comparatively little screen-time, and his death one of its greatest moments. I quite enjoyed Luffy's flashback, and Ace's death, in retrospective, proved to be a bit of a wake-up call for Luffy, along with being a highly emotional moment. And finally, Akainu is quite possibly the most intimidating villain so far in the series, and finally became the ultimate Marine antagonist that the series craved.4. CP9
This arc had many, many amazing moments - two incredible flashbacks, Robin's resolve to live, Lucci's defeat, Luffy's Gear Second speech, Usopp & Luffy's fight, MERRY'S FUNERAL, Garp's introduction - but ultimately falls ever so slightly short of the top three for a few reasons. One, the actual fights within Enies Lobby weren't quite as good as those of Skypiea and BW. Fights aren't the end-all, be-all decider of quality by any means, but they still play a fairly large role in the series. Even so, Lucci & Luffy's fight was fantastic, especially the conclusion. Two, the villains. Spandam was utterly detestable, but he never felt like a real threat. Lucci had a great design and was highly intimidating, especially as it started to become clear just how far above the rest he was, but ultimately his motives were kind of bleh. Both were quite good, don't get me wrong, but compared to Crocodile, Enel and Akainu they just don't measure up. And three, Douriki. I don't find it quite as bad as some, but it was just unnecessary and a bit stupid. I also find that it misrepresented Blueno's strength, which always bothered me - the man was fighting nearly on par with Luffy but apparently is barely stronger than the guy Franky beat without much difficulty? What?5. East Blue
The EB saga, with its numerous shorter arcs, was just a great start to the series. The introduction and backstory of four crewmembers, some solid antagonists in Krieg, Arlong and Smoker, overall great fights where you could really tell that Luffy kept developing his techniques and Crowning Moments of Awesome abound - Luffy calmly punching through Krieg's spiked armor being quite possibly my personal favorite. Romance Dawn needs no further praise, I believe, so I won't even try.6. Thriller Bark
Let me start off by saying that I fucking love the Thriller Bark arc. No doubts about it. The horror theme mixed with plenty of humor and goofiness was a nice change of pace from the relative bleakness of Enies Lobby's concrete, and so was seeing the Strawhats all fighting together against one big opponent - and even then, we were given one truly amazing 1v1 in Zoro vs. Ryuuma. Brooke is just awesome, and his flashback, though not the absolute best, easily matches up to those of most other crewmembers. However, the flaws present do make it the overall worst arc, even if that's not saying much. Moria was a somewhat lackluster villain, IMO. He just didn't do a whole lot. His ability really had potential, and he had some interesting uses of it, but the arc would IMO have benefited from a longer, mutually all-out Moria vs. Luffy fight. Moreover, the fights, Zoro vs. Ryuuma aside, just weren't as good as the ones of previous arcs. The big brawl with Oars was fun, to be sure, but I still don't rate it among OP's best. Sanji vs. Absalom wasn't even much of a legit fight, and Usopp vs. Perona was just… okay. -
Best was East Blue Arc and Whitebeard War Arc.

I was a HARDCORE Ennies Lobby fan. I still love it, but now I guess my Favourite Arc vote must go to Skypiea. It's something that the first time I read it I was "ah, ok. It's cool". Second time, I was "was it really THIS good last time I read it?". Now I'm like "This arc is FAR too good!".
So, Skypiea for me. Followed by Alabasta, ID, Arlong Park and Ennies Lobby, in no particular order. And with the War being the "weakest", but a "weakest" that's still quite awesome. The others rank in between. -
