I don't consider Blueno or Nero to be fodder. Jerry was… he was defeated pretty easily. But both Blueno and Nero gave Luffy and Franky, respectively, some trouble. Franky had to trick Nero in order to defeat him, while Luffy had to use Gear 2nd. (I think Luffy could eventually defeat Blueno without Gear, since Luffy seemed to have more control of the fight. However, without Gear 2nd, the victory would not come so quickly).
Which character was most disappointing when revealed as fodder?

During Arabasta, Robin was a cannon fodder… For being Crocodile's second in command... she basically did nothing. She hurt, more then helped his organization.
Also, Conis was a cannon fodder.

I don´t understand why they even let him join the CP9, since he could only use four of the six basic rokushiki abilities.
Actually, I believe he was in CP7.
The first poster defined fodder - a character who you think deserved a longer fight scene but instead was quickly beaten up to show that another character was a lot stronger.

I think fodder, by the thread creator's definition, are characters that we hoped to have a good fight when they were shown or when they first used their powers, but then were defeated very easily.

Not using fodder as the nameless character idea but rather cool dudes who SEEMED to be strong but then just got stomped on. Like Blueno. Like Jerry. Like PELL. Although he did later come back and took up a suicide mission that he survived.
Personally I don't think Absalom would be counted as fodder. He was one of the main fights of this arc (a crappy fight, but nonetheless)

Not really sure on some of them being fodder. Heck, Blueno really showed himself off before Gear 2 so I say he got in a respectable fight compared to the likes of Chaka, Jerry, Miss Monday (unless you consider nearly beating Nami in a drinking contest as showing off) or Dalton. (never really liked him even though the Ushi-Ushi Bison fruit was cool.)

Considering that Coby has learned soru, and that he's not in the CP9, I think that's proof that a person doesn't need to be in the CP9 to learn Rokushiki. I think Nero just thought he was sufficient with 4 of the Rokushiki.
Coby is also training under Garp, so that's not the best example.
The point is that it's pretty obvious that you need to learn Rokukishi from some high level of the Marines. It's not like you train at home in your bedroom, then you go fill out an application to be in CP9.
It's just completely dumb to assume that everybody in CP9 has been as strong as they are throughout their entire time in that group of Cipher Pol, especially when Jyabura confirmed otherwise by stating that he was stronger than Kaku before their five year undercover operation.

In fact, I think that even now Foxy could keep up with Luffy. Foxy is after all the only character that could truly abuse of the weakness of the Gears by slowing down Luffy's blood pressure to cancel Gear2 or making Gear3 even slower than it already is.

That´s why I said "yeah, boutnies and strenght levels…" meaning that I´m aware that it doesn´t necessarily indicate a strenght ranking but still it can give us an indicator by the sole characterizations.
And as far as Foxy concerned - He himself said, that it a game is something different then a real fight. That was Oda´s way of saying the difference in bounties means shit in the Davey Back Fight...

Re-reading the Foxy vs. Luffy fight, we see Luffy in several moments gaining rather easily the upper hand. Indeed, Luffy is so fast (even without Gears) that in several moments he hits Foxy before Foxy can even react.
Foxy gave Luffy a run for his money because he made the fight happen in his ship, where he had a lot of traps and tricks at his disposal. In a straight fight, Foxy could even get a few surprise hits, but he would not stand a chance.

LPS… How the hell would he do that? even the reaction to Foxys actions were delayed. which means you cant drag someone hit by the noru noru beam around. (they were suspended in midair... not to hard to figure out you cant move them while "frozen")

Like already said, you can move someone while they are under the effect of the Noro Noro.
Also, the noroma beam needs to first HIT the target. Re-read the fight! Luffy dodges the beams a lot of times! Foxy needed to use tricks and traps in order to pose a threat to Luffy. In a fair fight, Luffy would have little problem defeating Foxy. Also, Luffy was using gloves. That alone should reduce the impact of his attacks.
I am not saying Foxy would be easy, mind you. He would hit Luffy a few times and use a lot of tricks and traps anyway. However, Luffy would have a lot more of freedom to act and would not be using gloves. Foxy would give some trouble, but would fall much faster than, say, Arlong or Blueno.

Well my definition of fodder is the same of a jobber, someone who's soul purpose is to show off the power/significant technique of a new character or show the the new power/significant technique of an already established character. My list of fodder characters include Pearl, Purrinpurrin, Chessmarimo, Roshio (sorta) Genbou, Shura (I think that was his name), T-Bone, Blueno, & Inupen.

I highly doubt a noronoro beam would pierce the sea to reach Luffy. Besides, Foxy would never be able to get Luffy into the sea anyway.

Ace was pretty damn strong physically (Luffy talked about he was never able to beat him before Ace had his DF, I know Luffy was weak then, but that doesn't mean that ace never trained physically after that era), but I do agree he wasn't a match for BB (whom we know scarred Shanks before he had a DF)

He said that most Logia users, would not be used to getting hit, but he declared that Ace was much better than that.
