Whenever I bring up "Bellamy's death" I have a bunch of people telling me, "It's One Piece, he didn't die! Oda never kills!" and so on… but I swear I read somewhere that Oda confirmed he was dead. Was that a rumor or does anyone know?
Please don't reply saying what you THINK happened to him, I just want to know whether or not it was confirmed that he died.

It's ambiguous, so no.
Oda never answers questions like that, on purpose. And if he does, his answer isn't serious. For example, he actually posted the question, "What are Shanks and Roger's bounties", along with "Will you marry me?" and answered both with a karate chop.
He'd never answer a question like that, at least till the series is finished, or until it's revealed in the plot what happened.

Which is why I think he's alive. Also, theres' the whole off-screen thing.

I think he might have just been talking about something and mentioned it… I dunno, but if you say he never said it, it's very possible.

It's the same deal with Arlong and Kuro. People think Kuro is dead due to a massive head injury from Luffy, but Luffy isn't dead. Remember Newton's law: To every action there is an equal and opposite reaction. Even with his rubbery body, if Luffy hit Kuro in the head with his own head enough to kill him…Luffy would even be dead too or retard...er.
As for Arlong, many people compare him to Bellamy to the point Arlong Park fell on top of him. But I doubt he's dead, probably was dragged away and arrested. We may find out more about him come Mermen Island…hell, he could even show up due to him returning there with his fin between his legs.
Like them, I doubt Bellamy is dead...but he is definitely more ambiguous than the first two. Pretty much, I say it's just like the deal with Ace. Rather he is alive or dead is a matter of opinion currently.

I know you're going to say that it wasn't in the manga, but the animators have to get major things like that cleared with Oda first. Such as using a possibly dead character…

Although I don't think Kuro's dead, and I do believe in the laws of this man named "Newton" (except for nonnewtonian solids), but Luffy being made out of rubber stopped a giant club from even phasing him (when swung by an animated Rossie O Donnell). I'm not sure, but I think it's part of Luffy's paramecia ability that he's impervious to all blunt attacks (which is why everyone was surprised when his grandfather was able to hurt him).
Also, as for the main question, I don't remember him (dis)confirming Bellamy's death, but he's probably not; Doflamingo probably figured that Bellamy being alive and not allowed in the new era is probably a worse punishment than death.

Even if he is dead when Doflamingo returns I'd like to posibly see him using Bellemys corpse as a puppet or something. To be honest I'm more interested in seeing Bellemys crew come back then Bellemy himself.

I highly doubt Bellemy won't come back in some way shape or form. I kinda hope hes dead though because I'm dying to see the Sarquis pirates.

Kuro obviously isnt important to the story anymore, since he was trying to quit beeing a pirate by stealing someones wealth and estate to settle down.
Arguebly Bellamy isnt either. He didn't get a proper fight so he is comparable to the royal alabasta guard.
Bellamy could be important but he doesnt need to be.
Buuhan1 you forgot to limit the nodeaths policy to "characters of importance". thats why we brought them up. and they also kinda invalidate any arguments about "no deaths… unless in flashbacks... or if the character isnt important...". Too many exceptions blur the lines of a rule, and Oda can easily decide to break or change them whenever he wants.

Welll considering all those in the past who looked to be dead but came back (eg.Pell), maybe its just those with devil fruits dont die in One Piece. Just throwing that out there.
Well, yes, as of now we do know that Bellamy doesn't dream and he laughs at those who do - or at least he used to.
Even now, whether or not Bellamy is dead is not clear. It's been quite some time since we last saw him….but I think that Oda would've made it obvious if Bellamy actually did die..though we can't be 100% sure of that yet, I just have that feeling. In the case of, say, Pell, I was convinced that he died until I saw that he had survived.
Personally, I'd like to see Bellamy come back at some point...maybe the rest of his crew, as well. Sure, Bellamy wouldn't be under Doflamingo's command anymore (it's highly unlikely that Oda would make Doflamingo change his mind, lol), but maybe he will return without Doflamingo being his leader...either with some new guys, alone or with some/all of the ones that were with him earlier.
I think Bellamy is one of those that actually could come back later in the story..possibly with a higher bounty and being stronger than previously. So yeah, who knows...
Although Bellamy sounded like he was dying (that scream sounded really violent) I don't think he's dead. Oda doesn't kill characters unless there very very very minor, like Random marines, soldiers or flashback characters.
Hmm so i guess we don't know for sure… I guess it doesn't really matter but the Funi dub made me appreciate him and especially Sarquiss a lot more. Before I was like "YES! Bellamy's dead I hated him!"... but I've really grown to like them a lot ;_;
so I hope he's not dead but even if he is... I don't think it'll matter in the end.
And yes that scream did sound violent, and I don't think it was just him screaming, everyone else was too XD

to those saying Oda doesn't kill because he feels it's a worse punishment to crush their dreams and all, I'm PRETTY sure he said LUFFY doesn't kill because of that. So Luffy might not kill but Doflamingo might

I didn't bring this up to argue, I SWEAR i read somewhere that Oda said he was dead. Not only that but when whoever it was (I thought it was on this forum) said he was dead everyone knew about it. My friend PC0 knows a lot about One Piece, I asked him:

Doflamingo came to Jaya and promptly kicked him out of his crew, forcing Sarquiss to kill Bellamy in the process.

just searched through all the SBS's on arlong park from when Bellamy appeared to the most recent one and nothing on his death… maybe my friend is mistaken. I don't even know why I care so much XD It just makes me sad to think of Sarquiss being forced to kill his gay lover best friend like that.

Fire Fist was just stating his opinion really, Oda does say no one Luffy fights dies as he finds crushing their spirits and dreams are far worse. Then Fire Fist added "Except Bellamy" as his opinion is Bellamy is dead.

You mean like how they cleared with Oda that Zoro could cut steel and suddenly forget how to do so later? 
Just a heads up, it's usually unimportant characters and people in flashbacks who die. What defines being unimportant? Being merely in the background. Having a very small time appearance (Mr. 11 and Roshio fall into this category).
As for flashbacks, it isn't limited to unimportant characters (Bellemere, Usopp's mother, Tom, Ohara, Nico Olvia, Dr. Hiruluk, Kuina, Roger…Shanks' arm 
).
Now comes the big questions. Is Bellamy dead? What about Ace and Blackbeard? Did either actually survive their fight (yes, Blackbeard is stepping up in position, but those bestowing that title to him have no idea of his whereabouts)? Did the members of CP9 manage to survive Enies Lobby being destroyed after having lost to the Straw Hats? Was Arlong killed when Arlong Park collapsed on him? DID THAT HERMIT CRAB USOPP FOUND MANAGE TO NOT GET EATEN? ;;
These are questions we cannot answer. Oda has been vague on all of those. When he will answer these with the story, we don't know. It's being made vague for now as it will likely be important to the story later on.
So as of right now, Oda's lips are sealed.

Anyways, my bet goes to Bellamy showing up on the background at the final battle in "dream" form to power-up Luffy's dream to become the Pirate King....
Or he could have joined BonClay's Ex-Crew. Oda could pretty much make the next Cover Story something like "Bellamy's great Okama Adventure to find Sarquiss" or even better, something like "The Incredible Oddisey of the Worms that will feed off the rotten body of Bellamy!"
It is a possibility that Oda chooses to reserve the concept of death for a time when he wants an event to have a stronger-than-normal impact.
If people are confirmed dead left and right that effect would be lessened.
