I'd say a high-ranked marine officer with haki or something close to it. He might not have been able to knock Kuma from his post, so he was left there. I doubt the admirals would show up, kick him around, and then just leave him like that.

It seemed to me not as though Kuma had been attacked by artillery, or other explosive attacks due to the damage he'd sustained. one strong marine would most likely do a strong focused attack before being blown away, however most of his damage looks like as though its just been the result of big explosions and things over the course of the two years he's had to stand guard.

2 years of constant fodder attacks can still amount to that damage though. He never left his post so gradually people were able to chip away at his cyborg body.

Smoke can rise. but it cant fly. it will drift to where the wind blows.
So if smoker farted really hard on the opposite direction, he will drift to where he wants to go. -

Propulsion isn't flight. He can shoot himself off the ground, but he can't sustain it. And buggy can't fly, he can float away from his feet.

Interesting, it is possible that they met at least once. Nami has been Arlong's lave for a decade.
Nami might hold a grudge against Jinbei. However, I would not be surprised to see Jinbei protecting Nami with every ounce of his strenght to redeem himself for failing to save Ace.

Judgin from Jinbe's talk with Luffy "I'm sorry I released such a monster in the East Blue" I think we can assume he never went to the EB or Arlong bakc to the GL or else he would've done something about it.
However Jinbe protecting Nami seems quite possible.

That's not flying for smoker, he just blew himself to the roof, it like shooting someone from a canon, wich is different from flying.
For croc i can't explain, but that's definitely not flying.
Flying is moving IN the sky (high distance from ground) without any restriction (wich isn't the case for Buggy, Croc, Ace, Kizaru, and Enel maybe)

Reason I came out with the statement that there are many theories is because this is baseless.
It was actually joke.Oda seemed to hint at something much different than an actual treasure.
The Buggy arc showed Luffy snap over the hat, the mayor putting his life endanger to protect the town,
the dog taking a beating to protect a shop. -
based on the fact that Roger used to own the Straw hat, It's obvious that the One Piece is the straw hat.

Spent a lot of time in Zephos' thread about what is One Piece. After reexamining some things, I came up with a theory on what is the Will of D. This theory doesn't reveal any groundbreaking revelations, but it does bring up a reoccurring theme in One Piece.
The Will of D. was probably an unfulfilled desire of the ancient civilization. What that desire is, I have no idea, but the Will of D. cannot be granted because the civilization has been "erased" by the World Government. And how can this message be found? Through the Rio Poneglyph.
Actually, this isn't so much a "theory" as it is an "explicit definition" of what I think the Will of D. is. It actually might just be me stating the obvious, but whatever. It's been typed.
Here's my "evidence" in spoiler tags since it's long from all the quoting I did.
! Here's the main parts of that speech from Stephen's scripts. It's interesting since Oda chose to title the chapter "inherited will". @chapter:

Once the desire is "discovered", then that Light of D. will probably shine too, though if that's the case, I don't get why Roger or any of the crew didn't try to change the world or why Luffy will end up caring about fulfilling their desire (if that even will turn out to be Luffy's motivation instead of just some coincidental thing like how Luffy rang the bell just to show Cricket that the Island was in the sky)And while doing this, another thing popped up in my head involving the scene with Roger and Whitebeard. Roger was willing to tell Whitebeard where Raftel was. It could be inferred that finding Raftel is another challenge that needs to be overcome. Sure,this could just mean that islands are very difficult to find on the Grand Line. It could also mean that Raftel is somewhere else like the sky, or maybe even higher? Just wondering how people think Raftel will be found or where it will be found.

What? Dude he has a Devil fruit; this isn't Naruto where set abilities can be twisted and changed at the last minute to fit the plot.
Besides there hasn't been any proof that Color of armaments or conquer, only one to cut people, and if it was haki then Crocodile should have been permanently decapitated.
