I'd say a high-ranked marine officer with haki or something close to it. He might not have been able to knock Kuma from his post, so he was left there. I doubt the admirals would show up, kick him around, and then just leave him like that.
It seemed to me not as though Kuma had been attacked by artillery, or other explosive attacks due to the damage he'd sustained. one strong marine would most likely do a strong focused attack before being blown away, however most of his damage looks like as though its just been the result of big explosions and things over the course of the two years he's had to stand guard.
2 years of constant fodder attacks can still amount to that damage though. He never left his post so gradually people were able to chip away at his cyborg body.

Propulsion isn't flight. He can shoot himself off the ground, but he can't sustain it. And buggy can't fly, he can float away from his feet.

That's not flying for smoker, he just blew himself to the roof, it like shooting someone from a canon, wich is different from flying.
For croc i can't explain, but that's definitely not flying.
Flying is moving IN the sky (high distance from ground) without any restriction (wich isn't the case for Buggy, Croc, Ace, Kizaru, and Enel maybe)

Spent a lot of time in Zephos' thread about what is One Piece. After reexamining some things, I came up with a theory on what is the Will of D. This theory doesn't reveal any groundbreaking revelations, but it does bring up a reoccurring theme in One Piece.
The Will of D. was probably an unfulfilled desire of the ancient civilization. What that desire is, I have no idea, but the Will of D. cannot be granted because the civilization has been "erased" by the World Government. And how can this message be found? Through the Rio Poneglyph.
Actually, this isn't so much a "theory" as it is an "explicit definition" of what I think the Will of D. is. It actually might just be me stating the obvious, but whatever. It's been typed.
Here's my "evidence" in spoiler tags since it's long from all the quoting I did.

What? Dude he has a Devil fruit; this isn't Naruto where set abilities can be twisted and changed at the last minute to fit the plot.
Besides there hasn't been any proof that Color of armaments or conquer, only one to cut people, and if it was haki then Crocodile should have been permanently decapitated.
Franky is now able to shoot real homing missiles from his shoulders.
Robin will be able to lead a normal life at the end of the series somehow.
