You know what I'm enjoying about this arc (so far) more than anything else?
We're finally at a point where Oda has villains he can have fun with again.
Okay, Kaku had some good lines as did Calipha but you have to admit most of the "let's have fun with the villain" fell on Spandam whom I ultimately found more annoying than anything else.
Here we've got (what appears) to be the villain of the arc and he's a constantly ignored pompous butter ball.
It was weird having someone like Lucci as a villain. Even if Croc was a mofo, at least he talked big and often. Lucci was just this silent creepy arm of the WG. Now we're back to a more traditional OP set of villains that are decidedly dangerous but also have fantastic personality.
Love it.
I'd have to agree here.
The CP9 story was great but giving each member of the CP9 a worth while personality is hell with so many things going on at the same time. Sure we got a little taste of who each memebr was as a person but non of them had as much creativity as singular main villains had in the past.
Now with this arc Oda's taking it where he wants all the way. Every thing I've seen scream's Oda in one way or another.

Lucci was No. 2 from an organizational standpoint. It matters. Even though Luffy fought him, he was still a lesser villian than Spandam in the scheme of the story. He was the muscle… another Mr. 1/Kuroobi/Butchie Nyaaban/Cabaji
Spandam was OOZING with personality, he evoked huge emotional responses.
I'd still give Hogback one or two more chapters... Oda could still pull one on us. "Can't go in there, kids, because one of my experiements has taken over and become sentient and creating monsters."

Hmmm, I agree and disagree. I think they had huge potential but he never did much with it in the comic. One instance where the animation does things better than the comic.
Then again, I felt the three 'other' CP9 agents suffered from being just thrown in the story before we knew what was happening.
It would have been far more entertaining if Oda showed them wrapping up a mission and heading back to EL, perhaps even bumping pathes with the Sea Train or Luffy and FF when they split pathes for a bit.
The W7 members of CP9 were hard enough to adjust to what with 90% of the personalities they were given being shattered after the revelation (Kaku retaining his speech and Calipha the sexual harassment thing).
They were characters I WANTED to like a lot but never really did. Just something about the presentation.

Right, but ultimately he was the biggest threat and Luffy's opponent so he gets the most attention.

Never liked him. Probably because the animation killed him for me. I hated that voice. And the whole Mankind design turned me off from the start.
Not saying Hogback will be the biggest threat of the arc, but chances are he's the reason for whatever's happening…....if that's the real Hogback.

Brooke comes across his shadow which has developed a completely different personality and is quite evil and either wants Brooke to join so it can complete a master plan or wants to discard him for some revenge reason. Possibly the first then the second.
Brooke fights his former self and is shocked at what a person his "true" self is but the crew convince him that they see him as a great guy.

Edit1:Dr. Hogback certainly seems to be an unconventional villain considering how most main One Piece villains are these souped-up egotists who do nothing but laugh, brag, and punch people throughout their entire arc, causing predictable storylines and an indescribable amount of boredom. I hope Dr. Hogback remains as eccentric as he is now, because the quality of the villains largely determine the quality of an arc, and I like One Piece more for interesting main characters and secondary villains, rather than the really-not-worthwhile main villains. Of course, because Hogback is so unlike other main villains, there's the possibility that he is actually not the main villain, and some totally boring guy we haven't met yet will be the main villain. Let's hope that's not the case.
I think CP9 is, by far, the most interesting villain group, meaning that as a whole, they were fairly entertaining. (Remember the briefing-turned-comedy-routine-about-Jyabura's-ex-girlfriend?) As individuals, however, most of them fell flat. I'd say only Kaku and Kalifa really appealed to me. Everyone else was either too ordinary and/or annoying. Spandam struck me as the annoying-little-brother-type whose patheticness is only outshadowed by his maliciousness, and you hate him because he's both lame and evil. And I know Lucci was supposed to be the "tall-dark-bad-guy", but in the end, all that "tall-dark-badness" just made him run of the mill. To be honest, I skipped the parts in the manga and anime where he fought Luffy in CP9, and instead read spoiler websites briefly describing their fight. I just took one look at the beginning of their fight, figured that it was going to be another sterotypical "Luffy-Beats-Seemingly-Indestructable-Bad-Guy-Fight", and flipped to a more interesting part. Frankly, I think fights involving Luffy, Chopper, and Franky are boring, and in Usopp's case, even pathetic. I prefer to watch the fights of Zoro, Sanji, Robin, and sometimes Nami.

Spandam's purpose in the story was to make the World Government seem evil, create sympathy for Robin and the Straw Hat's cause, and ultimately turn Enies Lobby into a worthwhile arc, and he did a great job with that. However, in order to serve that purpose, he had to be weak and evil, thus making his personality unlikeable to many fans.

I like how Robin Getting licked and Nami getting attacked in the shower makes this a fanservice arc.
Getting licked isnt really fan service and the shower sence was just more horror movie spoofs.

The first line was sarcasm to you. In all honesty two (really one if you think about it) fan service in a arc hardly makes it a fan service arc.
The second line was serious. Licking is hardly fan service and the point of Nami's attack was more for spoofing horror movie's.
I'd say its way too early to call this the "Fan Service" arc.

The entity of Brook's shadow could go many ways depending on how Oda wants to do it. It does not automatically mean his shadow is a evil version of himself.
I personally I think Oda's is using shadow's as anchors to the physical world because with out one you cant be seen in a mirror, be in sun light, or have a picture taken. I think hog back found this out and also found a way to take the shadows. He might be harvesting shadows for a sinister purpose or maybe he just wants to study how shadows relate to life and death.

Well, the only numbers I've seen Oda use on the mutants are taken. I mean, 21 (Eyeshield-21. Plus, they say Hildon is based off of some Eyeshield-21 charecter), 69 (Shuuhei from Bleach), 3(Nami).
