In order of occurances (varying degrees of weepiness):
– Vivi screaming "stop fighting" from the clocktower. Just the desperation from her.
-- "Will you still call me your Nakama?!"
-- The Norland/Calgara story/ringing of the bell
-- Merry's final moments (THE One Piece tearjerker)
-- Usopp's apology and rejoining the crew
Robin's screaming "I WANT TO LIVE" was heartbreaking, but it didn't make me tear up for some reason.
I've never ever cried from anything animated. The closest to crying I've ever gotten to in anime period was when Android 16 got his head smashed by Cell.
But I have felt rather sad from many moments. Especially that shot of Luffy crying after his fight with Usopp. Since thats a realistic situation and most people go through things like that, it made me especially sad
Most moments in the series haven't really hit me hard. Probably cause I skip around and don't get the proper build up. But Merry's Funeral did give me a lump in my throat. I wanted to say an event in the upcoming Thriller Bark but I'm not sure if I should. Spoilers and all.

That, my friends, is a tearjerker moment and a half!
Robin's past and her "I WANNA LIVE" speech were tearjerker moments for me.
Chopper's flashback made the tears roll. I was staying up one night watching arcs I missed and found a few episodes with Chopper's past.
Robin's whole "I want to live" thing, too. That's one of my favorite moments.
Merry's funeral really got me going. I had water falling down my face the whole time.
Yeah, you don't even need a build up for the Merry scene. If you've watched ANY of one piece, that's build up enough. :D
Ultimate tearjerker for me was in the Buggy Arc when the dog ShuShu fought Mohji and Richie, and the aftermath. I didn't actually cry, but I got pretty weepy.
The only thing I ever cried at in an anime was when Android 17 got absorbed by Cell. I don't know why, but when I saw it for the first time, it just had me bawling.
The only two moments where I cried were the end of the Luffy VS Usopp fight and Merry's funeral.
However, with Merry's funeral, I had been spoiled for it even before I read it in the manga by some retarded joke website. However… I thought Merry was dead when Kaku opened the gates and she fell into the water. When she returned, I thought that the joke website was wrong, so I had my hopes up until the next chapter (I was reading this in the manga; it was before the anime got there) when she SNAPPED IN HALF. I was just kindof... stunned, and then I was sobbing and clinging to my Charmander plush when I read the rest of the chapter. D: That was one of the saddest moments I've ever seen/read in any form of fiction. I cried a bit when I saw it in the anime form, but it wasn't as big of a reaction as when I read it in the manga, 'cuz I already knew it was coming.
A lot of the other moments made my eyes water, but those were the two biggest ones for me.

stabbing it shows her hatred for arlong, for being betrayed, also an indication of all her hopes being lost

So did I, and before the first shot I disliked Carue and i cried when he made it up the wall I was like 'he's tougher than I thought' and him being shot the second time made me stop and say 'Don't die Carue!'

A) Drinking something that WILL kill you. (Hilruk and Arabasta Guards)
B) Somehow Stating that you WILL die while doing something that will certainly kill you but you don't regret. (Aka: Saul's words for Robin and Tom's words for Franky and Iceburg).
C) Being TOO SICK.
D) Being an useless background character with disponsable relevance.
So yeah, I only cry at scenes like Chuchu's flashback.
Chuchu's story was so sad. I cried like a little girl.

I viewed Carue as fitting into the zone of criteria D before and at the time he got shot.
I don't know why, but the scene where Chopper bites into his bread while crying always tears me up. I was reminded of this when I watched the recent movie 9 trailers. Seeing Chopper crying at the end of the Drum Arc, when the pink snow falls, always choked me up too.
Robin's whole past made me sad, most notably the way she was ostracized and the loneliness that resulted from it. At least she still had the other archaeologists. Her reunion with Olvia definately made me cry, as well as Saul's adamant "No one is born in this world to be alone!" (paraphrased)
And this is just the tip of the iceberg!
I admit I get teary rather easily, but One Piece is probably the first shonen series to make me cry this often and heartily. XD

the only reason i didn't feel anything at all for nami crying and robin's i want to live is because they were both spoiled for me many times before actually watching the episodes. So i knew it was going to happen
But holy crap i was near bawling at the end of movie 9
oh and Calgara/Noland's flashback
and actually a little in 405 with the montogue of everyone joining, i was a little choked up

More than any other series, manga or anime, that I've ever read/watched. Another reason why I love One Piece.
Just two moments:
When Luffy gave his hat to Nami, just before he went out to knock out Arlong,
plus the Merry-thing… Especially with "Dear Friends" in the background, that was one of the best scenes ever. They're pirates after all, what is worse than loosing your ship?
I know that Robin's past made me cry. As well as Brook's. And episode 405 made me cry a little bit as well.
