Rob Lucci is definitly the most interesting to watch fight, I think, but for over-all personallity, DF, hilarity, and even fighting style, Kaku gets the gold.

Crocodile had almost all the admirable traits that make villains so entertaining. He gets my vote.

Buggy may not be much in the ass-kicking stakes, but he's fun and bursting with personality, which is more than I can say for the likes of Enel. Much as I love Luffy, I was almost rooting for Buggy and his crew at Loguetown.
I think some kind of 'power-up' would certainly reduce Buggy's appeal, unless he got it by stealing a powerful item or artifact, which is more in character. I mean, I love him because he's a vicious, insecure loser, and that would all mean nothing if he actually had any kind of major power to back himself up with.
He also is travelling, I believe, with the lovely but crazy Alvida, as well as his marvellous crew of circus weirdos, all of whom are perfect supporting characters for him. Plus, he's friends with Gaimon, who may be my favourite minor character in the whole series.
So yeah, here's to hoping we get some more Buggy sometime soon. -

Mr.3's my favorite villain, but I think Crocodile's the best one.I won't go into details why since alot of people here explained it already.Btw, if Lucci was truly a good villain; then he wouldn't let a little creep like Spandam be in charge of 'em. ;)

Crocodile. Originally I was going to say a tie between Crocodile and Arlong Park, but then I remembered that when Luffy finally beat Crocodile I must have watched that episode a dozen times. So even if I can't decide I think my heart decided on Crocodile as more despicable and thus a greater villain.
For different reasons Kaku was the "likable villain" I most liked. I actually could have seen him joining Luffy's crew under better circumstances. Obviously that doesn't qualify him as much of a villain, though.

Not counting, I assume, Robin, Vivi, Franky, etc, who started off as villains. Well, I don't know. Does Robin ever seem sorry for snapping Pell and Tashigi in Alabasta?
Or indeed, does Vivi ever apologise for trying to cut Zoro's head off after using her 'sexy no jutsu' or whatever it was back on whiskey Peak?
Or is just accepted that in a world full of pirates and other nasty men with swords, everyone is essentially for themselves until some kind of allegiance is formed? -

Best villain? First I thought it was Buggy, then I thought it was Bon Clay (who isn't really a villain anymore). Now I think it's that retarded seahorse from the Ocean's Dream arc.

Well Jyabura (sp?) the wolf guy and Kaku, just how they worked out together made me think of them as like serious Buggy the Clowns if you get what I mean? Other than that its Captain Kuro.

Spandine.He is as malicious as his son,however,you can have a greater respect before a man,who DELIBERATLY activates a Buster Call rather then just push it accidentaly.
Also,he is evil because he serves as a working tool of a far greater evill (Sekai Seifu).
But OP has generaly a strange efect on me,regarding villians.At the time of their debute, most of them are me favourites,but after another is shown,they slowly fade into the background (I once liked Wapol-no s***).The only villian to apeal to me still is Enel and the BC (a lot of "villians" represented by 5 originaly anonymous vice- admirals (would it be a too great effort to put an info box bellow em,Oda?They were far more important and menacing then Jerry and he got one(and it was useles,too,cause Corgi told us who he is and that hes from CP6 like a minute later).Why let us wait till yellow?) that go allong nicely with the BC and WG supremacy and Omnipotency image (though he COULDVE showed us the other three VA's from the Ohara BC,just in a panel throughout,like Momonga or Yamakaji got.Now,unless he wants Kizaru in there and he just wants to make us curious bout him,its not a really good device.)They can LITERALY do ANYTHING to ANYONE legally,ergo no one can complain about their persecution,because the highest authority of the world is the one COMITING that persecution.Thats a totalitarian system suprasing any dictature so far on earth (even concentration camp detainees has the chance of being freed in Germany,now image the WG would do this sort of ethnic cleansing-why,the despair and hopelessness would FAR SURPASS anything imaginable,cause thered BE no one to save you.).It is,in all its horific aspects and traits,barely imaginable,to try to convey it to words is almost useless.Its best summed in a desperate sigh:"You CANT win.Theyre the world government.

Crocodile wins for best evil villian, he was so smugily evil and his voice in the anime fit him so freakin well expecially whenever he said 'mugiawa no Luffy', it was just such a perfect sound to it and i was blown away at how perfect it was for him the first time i heard it.
Spanda wins for "bad guy I'd love to punch", he was also smug but he had nothing to back it up…except for a sword with an elephant DF ability i guess.

Franky
Franky was an antagonist, never a villain. He stole from Pirates, which he believed stole from others. There is nothing villainous about that really.
You have to remember technically the strawhats aren't "light" and not all of their opposition is "dark".

hmmm, favorite villian, i really like aokiji, but some might argue that he isnt a villian….i am positive though eventually one of the strawhat crew will end up fighting and defeating him. Aokiji is cool, calm and he uses his power extremely well, plus his role in the history of the One Piece world is very interesting....a well rounded villian indeed =)

I would have said Lucchi, but he's not really a 'villain' per se. The WG are the 'villains' and CP9 just follow orders.
So I think my favourite 'villain' would probably be… Crocodile, just because he's got a hook, but still isn't the stereotypical pirate or hoodlum. He's quite classy.
Then again, I tend to go for the neutrals or those who aren't really villains but nowhere near heroes. (Lucchi, Kaku, Mihawk)

I know I'm jumpin' the bandwagon, but definatly Crocodile. He's just like, to freaking awesome to not be my favorite villian.. The way he messed with Toto-san, Vivi, Cobra, Luffy and everyone else just built up the awesome-ness of his demise against Luffy in round 3. And his whole orginazation was pretty awesome too. (Especially Bonny-boy :D) Plus his pimp coat and hook-with-secret-scorpion-poison-and-last-resort-concealed-knife were smexy :wub:
Also, although we don't know much about him at the moment, I really like Doflamingo. His ability is pure win and so is his design.
And Moria too. I just like that big, lazy, cool, shadow-manipulating midget-giant. Plain and simple :)

My favorite villan is Enel, because I like his God persona and his insanity. Technically, the "best" villan is Crocodile, his plan almost succeeded and his personality was just so evil. He was sadistic, he didn't care about his subordinates, I thought he was already evil enough by tricking the citizens and causing a rebellion, but then the bomb in the clock tower just pushed his awesomeness to the next level. Just when you thought they could stop the rebellion, Crocodile was already one step ahead.

Lucci's like the best subordinate of One Piece. He had his own reasons and totally gave a damn about the pitiful dreams of his leader, Spandam. Hell, he was such a great subordinate than even the Vice-Admirals had a high regard of him.
Anyways, the best Villains must be the Five Elder Stars. They were just not behind the destruction of a whole island of Intellect Hungry freakazoids, but they also created such organizations that transformed kids with dreams such as becoming a Baseball Player, a Secretary, a Shipwright and whatever a kid with a Pidgeon as a pet would want to become into killing machines that easily dumped the decent lives and friends that they probably gained in more than five years, everything for the purpose of getting some blueprints that would have surely caused more deaths if it wasn't for the thing of Luffy pulling Gears out from his ass. It's just a matter of time before we see more of the product of their string-pulling around the One Piece World, but right now, it's safe to assume that because of people like them (And the God of Skypeia that ordered the invasion of the Shandian Land) that villains like Crocodile and Eneru became what they were before being pummeled to almost death by Luffy.

There have been other villains that aren't funny as well. An example might be Arlong or Crocodile. Though their henchmen were often funny.
My favorite is Mr.2, even though he didn't end up being a bad guy. I also liked Kaku, Hachi, and Wapol.

My favorite villian is Captain Kuro because 1) I think he is the hottest OP villian and 2) he completely fooled a town for three years.
I known Crocodile did the same thing for the same amount of time, but his plan was on a much larger scale. Plus I don't think he's handsome, but I don't think he is ugly either.
As for who is the best villian, hm…. that's a tough question especially when one considers each villian's unique characteristics and all the arguements posted in the thread.
If current manga villians are allowed, I say Perona because her negative ghost technique could easily defeat Crocodile, Enel, and Lucci. If not, then it's Donflamingo because he forces Sarquiss and Belamy to fight each other and eventually has Sarquiss kill Belamy (at least, that's what I was lead to believe). Now if that isn't the most indirect way to kill your nakama/subordinate, then I don't know what is. Of course, from what little is known, what Donflamingo did might be considered direct for him.
