You wouldn't need cloud dials (which is good because cloud dials don't work at blue-sea level.)
The super skates work off of the same principle as nami's waver. So if the waver works, so should the skates. I don't think it's necessarily likely though as Usopp isn't the most agile of characters.
Besides, wouldn't that just be mimicking the jayan flying skate gunner that zoro fought on Skypiea?

Well if the idea is for a jet-like idea I understand but I was thinking along the lines of the skates creating stable pathways like we saw in Skypiea. If he could zip around on land though with them that would be cool!

Actually, if I remember correctly, when the crew landed back on the blue sea, Usopp checked all the dials he brought back with him and out of all of them, the cloud dial was the only one that no longer worked.
