Edit: Marquez beat me to it.
I'll say Franky. The scene with him trying to stop Puffing Tom was intense for me. But Nami and Norland get honorable mentions.

Seriously, hate a past just because "it's not related with the story" is just… no, heavens no.
You know, I could say the same thing about people who complain about others just because their tastes and preferences differ from one's own, but I won't.
If you stop thinking about wish character you sympatise the most with, and think of the trauma they went throu i think Robin "wins", no contest.
SPOILERS if you have not read up to the Thriller bark Arch.
! She was an outcast growing up, she was shunned by the historians when she told them about her research. She managed to make ONE real friend, and she did that secretly. When they finaly bond he is sacrifices himself for her, and the entire island is destroyed by the government leaving her the responsibility of carying on the historians, and her mothers, mission of revealing and caring for the history of the WORLD. She knew that the her whole life, strugeling on, being betraid by all her companions, used by in keepers as a slave, forced to work with scum like crockodile to learn more about the poneglyphs (sp? cant be bothered to check >_<)
! AND she was ABANDONED by her mother at a very young age, not knowing why. And i think that's almost worse than the parent dying, having time to say goodbye. Robin's is just gone, and everyone she had ever known is dead or were users/traitors.
Nami had it bad, but she knew she had people who loved her, even if she was responsible for their survival. Chopper also had it bad, but in the end he had a great friend in the doctor, who had the chance to fullfill his dreams in the end. And he also had the old doctor woman (forgot her name), she took care of him and kept him safe, wich takes the edge of any type of pain. =/
Usopp had friends on the island, so did Nami, Chopper and Franky. They werent betrayed and told they were worthless every day for the most part of their lives. They all got some type of closure at some point while Robin still carries the burden and legacy of her people and parents.
I actually wonder what Robin will do after Luffy finds One Piece. I mean everyone thus far has a home to go back to except her.
I dont think any of them are going back, exept maybe to visit. Luffy is planing to become the pirate king, and without a crew you cant realy be king.
The Flashback of Nola (Giant Snake of Skypeia) made me to feel sad. That bell meant a lot for that Snake, my heart almost broke in the scene when the cyandians left it behind…...Well, not really, But Nola's Innocence gave a lot of strength to the Scene, maybe that's why I favor Animals when it comes to Sad scenes.
About other flashbacks.....Uhmm....Nope, I've never ever felt sad for any other, except Chu-Chu's...
And the only moment that actually made me to drop a tear was the Funeral of Merry. That Ship was amazing, I doubt it could be replaced, even if Sunny becomes the "Best of the world", I doubt it could compete with the love that Merry had for the Strawhats.
PS: Who else believes that the BEST moment of the "Original Pokemon" was when Pikachu gave his speech of not evolving to defeat Raichu?
EDIT:
About that question involving Robin...
She may do something important, you know, if the Pirates happen to defeat the Corrupt Side of the World Government, or she may simply die, knowing that her knowledge is a key element, it wouldn't be strange if she sacrificed herself like her Friends almost did for her. I could actually see Robin as one of the few characters that don't die in flashbacks......
1. Tie between Chopper's past and Norland and Calgara's.
2. Robin.
3. Franky.
4. Nami.
5. Everyone else
There were only four moments in all of One Piece that really made me emotional, the top three flashbacks on my list (with Norland's making my eyes water and Chopper's really making me cry), and Merry's funeral. I almost shed a tear at Nami's too.

I don't know if that will happen. It's Oda we are talking about.

She might stay with Luffy and live with him.
Anyway, I think the OP character that had the worst past was Robin.
Morgan had a pretty creepy past too… his jaw and arm busted, and then Jango sends him off to the world with a head full of lies about capturing Kuro. It's no wonder he has agression issues.
I think Chopper has the saddest past. I even cried at this scene! Chopper was very innocent, yet no one accepted him. And I don't have to mention Dr Hilukuk and his marvelous quote!
Honorable mention also goes to Norland. Almost cried. He was innocent, yet everyone declared him as a liar! And he got executed…
I didn't see Robin's past yet (I'm now at 226), but I'll tell here what I think of it after I have seen it.
So:
1. Chopper
2. Norland [2nd place also for Nami]
2. Nami (the suffering she had to endure)
3. Usopp (his father 'abandoned' him)
4. Sanji (Zeff almost starved to death, only to protect Sanji)
5. Zoro (Kuina not able to become world's greatest swordsman, only because she was a girl)
6. Luffy (Shanks protected him and lost an arm) -> Also sad, but of all the pasts, Shanks is the only one still alive…
Of the Straw Hats? Hmm. I'd have to go with Robin, Chopper, Nami, and Franky as the worst we've seen thus far. Usopp lost his mother - true - but she died of an illness, and unless someone purposely poisoned her to make her sick, her death wasn't as violent as it could have been.
The reason I've left Luffy, Sanji, and Zoro out of the picture for now is because I've got a funny feeling there could be more to their pasts than we're currently aware of - especially Luffy.
With Luffy, there's numerous things that came up in the manga that are unanswered.
! - Why his grandfather was put in charge of raising Luffy - manga readers who know where his father is, but. . . the whole issue with Dragon is on the complicated side and I'd be surprised if we don't get a solid arc if not an entire saga focusing on Dragon and his revolution
And also, having someone you look up to LOOSE AN ARM to save you probably isn't the most uplifting feeling in the world.
With Sanji, there's two questions:
1. Sanji's from North Blue - either this was an overly complicated way to explain the Norland story (the effect would have been just as good if Cricket was all "yeah there's this popular kid's story about my ancestor in North Blue blah blah blah. . ."), it was just something Oda wanted to include, or Oda has dropped a hint that could come up later.
2. What the heck made Sanji so serious about chivalry that he would not even defend himself against a woman? For example, I would assume that if a vegan was starving to death and someone offered them food that came from an animal they would eat whatever it was and go back to their lifestyle once they weren't dying.
With Zoro, you could get into his family history, but the bigger unresolved issue with him is Tashigi looking like Kuina. I'm not saying she is Kuina or is even related to Kuina (although I think a Wikipedia page had them born the same year - not sure of the validity of this), I think there's a strong possibility that we haven't seen the last of that story, either.
Lastly. . .
! We have SOME of Brooke's past, but he hasn't officially joined the crew yet and we have the potential for more.
vegan and chivalry is a bit different though. a vegan must accept that there are people that does not share his belives and eat meat.
a chivalrious person does not have to accept that other people hit women.
eating meat is not wrong nomatter what while hitting women is. But the question what made sanji so serious about it is still valid and interesting.
(usopp has an added sadness in his backstory. his father abandoned him and his mother never to come back)
Buggy's past was sad because he couldn't get his treasure
Surely losing your mother to illness is worse than losing her to violence- becasue there's nobody to blame but yourself.
I've always thought Gaimon's past was a rather sad affair: marooned on an island for twenty years, seperated from his family and friends, stuck in a freakin' steamer chest, Lord knows how the poor bastard is able to eat, distrustful of every human that came along, and then he finds out that the treasure he spent all of those years guarding was never even there. Talk about having your dreams destroyed..

No it's not. It's not like Usopp (a ten year old child) could have any bearing over a terminal illness. His past is sad because his dad is a deadbeat and abandoned his wife and child. Usopp may still revere him for his sniping skill, but if I was Usopp, the first thing I'd do is punch him in the face for killing my mom.
I think Brook's past is quite sad
! I mean, his whole reason for him living on, alone, in that form and beating his shadow, is just so he can fulfil his promise he made 50 years ago to Laboon! T.T
