Minor characters don't get their own cards and instead a bunch of them are put together in EX cards. Each pack has only a couple of EX cards so a lot of these minor characters haven't been added yet because there hasn't been EX cards for certain arcs.
When new packs are released, we'll get more EX cards and those spots will be filled. The packs that were announced will have Water 7 and Fishman island EX cards so those are the numbers (around 350 for W7 and 700 for FI) that will get a character next.

You say that the number now without a cards will be in the next ex cards? Thanks!

Interesting. A Wano climax/epilogue set, and a new Emperors/maybe Egghead cutaway set by the look of it.

Given how recent it all is, it makes sense we'll have to wait a bit for things like Vegapunks and Elders and other Egghead big focal points besides the crew updates and Bonney in the new starter set.

I wonder if people just aren't feeling the rush to go out and find these ones for new info because it's just Strawhat repeats in the starter set. Fair enough, but I still want to see the new colour art on all of them...

So, Franky lost the position of father to Jinbe and became... the grandMOther??? Ok, I love it.
(also, I don't want to get into the shipping department, but it's interesting considering Robin is the "mother" and while some people saw some chemistry between her and Franky before, she had a kind of "flirting" attitute towards Jinbe in Wano).

And weirdly enough, Bonney got CoA confirmed but not CoO. I think this is the first time a character was confirmed as having CoA but not CoO (so far, the VC was almost making it sound like you first needed to learn CoO before you learned CoA, since every CoA user also had CoO, but no the opposite).

Other than that, it seems to be just a bunch of nothing. At least they included some SBS trivia about the SH, making the "profiles" not be just endless repeats of the previous ones. I really wonder how much buyers packs like this one manage to attract - if they keep doing it, I guess some.

I'll tell it: on the paper the ever uploading databook was a cool idea. Then it just became an endless abuse of nothing. Missing infos, incomplete pieces, voluntary or involuntary mistakes, several Luffys by the excuse of new arc and new outfits, etc etc

I kinda miss the old fashioned databook with the Devil Fruits list section, the name reveals and secret suggestions. Here and there I still reread Blue and Green and man those were fantastic.

Yeah, it doesn't help the New Genesis booster will probably be entirely used to cover late and post-Wano stuff. Meaning it will also be entirely made of updates on characters who already got profiles... much better than getting the thousandth Luffy, but still not really any new stuff.

It's gonna be a long while until we actually get to new characters like the Satellites, Ginny and the Elders. And I personally have my doubts about how interesting the Satellites profiles can be, given how bare they proved to be as individual characters (Lilith and York aside, I wouldn't mind if the other four were all bundled up in a single page).

Also the cover for pack 25 has been revealed, showing a lot of repeats, and some very, very surprising choices for full cards. Shimotsuki Ushimaru and Kozaburo? They both had pretty minimal screen time, but they're linked into some big lore, so that has the potential to be exciting.

A question for the people who have all the cards. Do tou put them in the order of number (ex all the Rufy in the same collector or put the cards of Wano in the third collector?

So pre-timeskip strawhats > full East Blue cards > East Blue EX characters > etc etc > post-timeskip strawhats > full Fishman Island cards > etc

For the sake of putting some of the repeats in the best possible spot, Oden's flashback and Onigashima are being counted as their own sections in my binders.

There's one or two tricky placements though. Post-timeskip Blackbeard hasn't really been a major character of any one arc yet, but has made ominous, shadowed cameos between arcs through the whole post timeskip. His full design isn't revealed until Wano, but he's definitely not a Wano character. He's making real moves post-Wano, but I think he's likely to get a new card for this era, probably in that upcoming pack with Shanks on the cover. I've currently got him at the start of post timeskip, but it still doesn't feel totally right.

They are teasing Bepo's new bounty.

And for one second I was excited about maybe getting Killer's updated bounty, but then I realized if he isn't in this booster with Kid, it's very unlikely he will be on the other.

The new starter set adds 46 characters, all in EX-cards, bringing the total covered to 923 out of a current highest number of 1585. This means about 58% of characters up to Juki's introduction have been covered. It'll be interesting to see how much further Egghead pushes those numbers!

Some gaps I think are interesting:

0234 and 0256
This could be a sign of Oda having future plans for the mysterious St Briss (the ship that fell from the sky). Flipping through the relevant chapters, I can't see any living characters who deserve a spot between Dr Potsun and Masira, or between Masira and Roshio. If they were random members of Masira's crew or any of the sea monsters seen underwater there'd be no reason to hold them back.

But then we have the skeleton that scares Usopp and the woman in the picture Sanji looks at. Could there be a backstory to come for this pair in a later chapter?

The Five Elders, obviously. But will we finally be getting their cards perhaps sometime this year?

Seem to be left for the Marines' Giant Squadron. We might be due to learn more about these guys on Elbaf.

Over 100 empty spaces between the introduction of the Mimawarigumi (chapter 951) and the introduction of Oden (chapter 960). Are we sure there were 10 new characters per chapter for that stretch, or are some background characters from either the flashback or Onigashima being pulled forward?

1508 - 1551
The space between Toki (chapter 964) and Ulti (chapter 978) is pretty extreme too. Even naming every single Gifter and tracking down panels for all the SBS-named Roger and Kid crewmembers from around that time feels like it would struggle to fill it.

We know Oda's involvement in the databook is largely indirect and editorial, so maybe it's a stretch to guess the St. Briss corpses and Giant Squad were held back deliberately for future plans. But it's certainly interesting that they weren't done when they could have been, with the other EX-characters from their arcs...

(and did Goro just not fit on the Davy Back Fight EX-card?)

Many of the Marines in 957 will likely be named since they later reappear in 1114 listening to Vegapunk's broadcast. The Roger Pirates could also be placed here since some of them briefly appear in 958 before the full Oden flashback starts.

@Jackermeister Really well spotted! I hadn't noticed so many of those Marines showing up again. Maybe that's where they'll put the card for Sengoku's goat as well.

@Captain-M ¡Thank you for the information! To add some info there is a gap between 1219 Chap (chapter 908, page 13) and 1245 Tama (the Sphinx, chapter 909, page 4), leaving 25 spots.

One of them could be Imu, named on chapter 908, page 15. I am assuming that the remaining 21 unnamed kings from the Levely that appear in the spread in chapter 908 pages 12 and 13 would fill those spots but it still leaves 3 more.

Maybe they just left room for some reason.

Those sure are some character choices. So many repeats. King I can almost understand for all the Lunarian stuff and face reveal that came after his original card. The Cross Guild guys, sure, they've all moved up in the world since their last appearances.

But Kaido again? Queen? Napoleon and Hera as standalones? Bizarre.

I'm going to bet that the Higurashi card will be the surprise highlight of the set, with a more fleshed-out backstory and history (including some time outside Wano to get those devil fruits) than a character with so little screen time has any business having.

I'll also guess that Guernica and Kaido's cards will be frustratingly ambiguous about whether or not they're dead for real.

Remember when the Vivre Cards were first coming out and we'd get photos of the raw cards at latest on the release day to do with whatever we want?

These days, wannabe twitter celebs post their own machine translations and fill any relevant tags with endless arguing and bias while any shots of the source material go unposted, maybe hidden in someone's discord server. I hate it so much. Someone please share if you have pictures or scars of the actual cards.

Are you refering to all the Queen info that came out? But I agree, there's a lot of misinfo that gets spread around thanks to Artut filling in blanks with assumptions that people take as fact.
