Hopefully the Chopperman shorts are just something like five minutes deals or so, if not, then One Piece will sink down to the levels of Yu-Gi-Oh GX, no spin off should happen unless every storyline is successfully closed.
It's incredible that a three-page omake can actually incite demand for a special anime episode; if a spin-off were created, well, that's just a sign of how unbelievably popular OP is.

I don't really understand the big deal aboot chopperman, so Chopper can now fly and is the equivalent of pathetic Superman? Wow that is actually sad, hopefully Chopperman won't suddenly gain a new hero power every time he is almost defeated, just that way he can save the day. Yea you can tell that I don't like Superman or Superman-like parodies.
Like the other omakes and the Toei specials, Chopperman is a concept based around a single joke and is a parody of a lot of stuff. It just so happens Chopperman spoofs enough other anime (namely, Astroboy and Megaman) and is uncontroversial enough to have more appeal than the gangster and old lady omake.
