I suppose the legend is scopper gaban and he will be in wano (we saw that cover page with crocus drinking with a guy with a hat from wano),meanwhile kaido and the shogun will be the "hardest enemies so far"
at least i suppose it was not supposed to be the same person in both statements.
also,wano will come in 2019 for sure :P

Why would the bring Shiki back?
It's probably Weevil (or someone else), but Sandman's translation makes it sound like he's their greatest enemy. Greg makes it sound like he's showing up, but that the SHs are also going to encounter Blackbeard (or Akainu).

Oda's words about One Piece in 2018 sound too good to be true. He's increasing the expectations for Wano, I hope he's not putting too much on his own plate. But the doubt aside, this sounds awesome. I'm not the biggest fan of huge wars/fight scenarios, but if it means we'll see more bigshots in action, then great. The most intriguing part was the "legend of the OP world" part. The mystery parts are my favorites. #hype

So Sandman's edit clears what I haven't clear for myself. The legend one guy and strongest enemy is the same person and it seems to be the strongest until now and not Blackbeard as enemy. Also the introduction means that it's a new person and not Kaido if you want to say that is Kaido because of Wano so propably this new enemy is not for Wano but for some other arc and with the until now informations only Reverie and Wano are the know arcs.
Personally I can't see someone to take the spot from the strongest from Kaido with the line "strongest until now" so the legendary man that is also a new person that willl be introduced and strongest until now can't be Kaido and can't be on Wano

I want to believe he is sarcastically talking about Buggy while the fandom melts over. Otherwise if we are to assume he's talking about a complete new character, it could be the "legendary" eye patched pirate mentioned decades ago, and he/she would be the newly introduced contender for Pirate King. It would fit in a more grey area compared to the good/bad attributes of Luffy/BB.
Oda can always spin it around saying that they disappeared when they found the last Red Poneglyph or that they were the ultimate Impel Down prisoner (though if that were the case, Magellan should have briefly mentioned what a disaster would have been for them to be set free). -

I thinks so too. Maybe someone that knows Japanese better than me can elaborate on this, but I think Oda in his message used the word 伝説 (densetsu), that means "legend" as in "tradition, story, folklore". I'm not sure it can also refer to a person like in English. I see people speculating that this legend may be this or that character, but I don't think it's a character in the first place.

If that legend is indeed linked to the greatest enemy ever, than yeah it is Kaido. If it's not, it could be a new character.

I think the legend will be more info about the Ancient Kingdom and how the WG overthrew them. After all, this is where the Poneglyphs were made, so some info has to be learned.

Kaido or Blackbeard imo. Both have some sort of past connection to Whitebeard. If it's strongest to date then it's probably Kaido since it seems like he's up next.
