Oda just uses the Soul Soul fruit to do it.
I do agree Carrot's transformation is quite cool, and I like her design; but a reason she won't join the crew is the fact that Luffy was not there to see it at all; since he would be like "oh cool", etc., which would have given bonus points to Carrot's case. Besides that, ever since the Minks were introduced, it always felt like to me, that most of them will be part of the Strawhat fleet, which includes Carrot of course.
Plus, having two people join the crew in the same arc never happened in the past; and I doubt it happen this time, since we are coming close to getting the crew completed; so basically this is Jinbei's arc to join the crew, and no one else to join at the same time as him. Honestly, people should not be disappointed if Carrot does not join the main crew, as she will still be a part of the Grand Fleet; so really there is no loss there.
I've been penning together a piece on that. I'm at work at the moment, but I'm planning to post some of it later today.

Carrot seemed like she lost more chances now that she has a power up that happens once a month. Almost the entire East Blue + Grand Line sagas were assumed to be near 3 months total judging by the day/night cycle + assumed travel time in the anime right? I'm not sure if I want to see another limit-breaking excuse.

Granted at the end of the series they'll team up with just about everyone they've had an impact on, especially fishamn island, minks, and samurai
but I think allies at the end war and those who are considered part of the grand fleet, the seven captains under them, are two different things
mainly because that one moment with the sake cups and the narration that happened afterwards were tied to those specific members who were there and created a bond different from what the other allies have, the moment was indeed special

Has Oda ever stated that the world of One Piece follows earth's lunar cycle? I mean, as far as I know, it's completely possible for there to be a full moon every 7 to 10 days in world.
Even if the series has an abnormal lunar cycle or not, Oda should have made note of that at some point in the manga in a more apparent fashion than that one globe in Robin's flashback. Assuming it isn't just outdated.

And Oda set the extended fleet up precisely so he could add permanent side characters without adding to the crew.p

Best I've seen is that they spent more time on Zou than we previously thought while Chopper tended to the elephants wounds. But even that feels unfair when it seemed we were on a speedy timetable before.
This one feels like a case where Oda planned on the big reveal for Wano, but then the Cake arc expanded past his original plans and so he had to pull out a few more stops ahead of time.
I wouldn't be surprised if later on Oda introduces some sort of Moon Stones that Minks can use to turn into Ceylons.
As might have been obvious, I've been pretty pleased with the developments from ch. 888. It's not solid evidence for improving Carrot's chances of course, but it does prove that she was brought along to shake things up in a big way.
That said, I've wanted to theorize about what we can expect for the crewmate following Jinbe, whoever that may be. Carrot could be one big red herring after all, but there are some things I'm feeling pretty confident about. I'll split up my thoughts into a few posts here, and I really want to humbly take in any thoughts or criticisms you all may have.
1. There Will Be A Third Female Straw Hat Member
In the first chapter, Luffy stated he wanted ten people on his crew. We know from Databook Green that at least two years before the serialization started, Oda had a solid part of the crew in mind, and the number 11 was most likely in Oda's head even then.
In the first draft, Usopp and Franky were not directly planned but had analogous versions in the older sharpshooter/vice captain, the botanist and the shipwright fish (which was utilized in Hachi's cover story). Notably missing, however, is any character close to Robin. There is neither an archaeologist nor an overtly female crewmember besides Nami. This does not match up with Oda's M.O.: he would never have envisioned a main cast with 8-10 guys and only one girl.
The second cast sketch is from just after the start of the serialization and is closer to the final version. Everyone including Robin and up to Brook is there in some form. Notice how Jinbe is still absent when we know he was planned well before Arlong Park. Considering the fact that Franky's right arm is not fully drawn, I think it's clear at least one character was looperased.
We know why Jinbe would have had to be erased from one or both of the sketches: his fishman features and large size were physical traits too obvious to be left or passed off as someone unrelated. That's the same reason why I believe whatever female character there was in the first sketch also had to be erased: she had some sort of physical feature too unique and too identifyable to be passed off as proto-Robin. If she had, just as an example, a set of rabbit ears, that'd be a dead giveaway. It could also have been a samurai woman, a geisha, etc. Whatever it was, that trait was still intended to be a part of her at least up to 2010.
In short, I'm confident that at least two women were always in the cards, and the later addition of Robin simply brought it up to three.

So oda will introduce that powerup but only use it now and in wano and then maybe one time in the final war? Nah that's probably gonna be introduced in the crew either via carrot or chopper learns it (as attention was clearly put on him observing it ). Oda making chopper look like a masculine version of this, that can beast mode is something it would be nice to see if he's gonna improve enough to fight with stronger people. )
He was literally made into a sucker by perospero, and him and brook both showed regret they couldnt do anything to stop him which then made pedro take a rash action. Im hoping oda has maybe the inspiration to make a badass form. This for the strawhat people have been most underwhelmed with since the timeskip. And while oda usually doesnt want to make things too cool itd still work with choppers attitude being the same and since he's already chibi the stark difference would be nice.

Didn't she do something similar against Zoro? So far it seems to just enhance everything which is just what most power ups in battle shounen do. I wouldn't call it a good start, it's pretty basic.

Lol, I think it's okay to acknowledge that Carrot's pretty fast right now. I mean, using your logic, Sanji's speed feat from two chapters ago isn't that big of a deal because Pudding saw it. As for saying we "already knew" about her mid-air maneuvering abilities, uh, we sure as hell didn't know this form would improve it to the point where she's able to essentially glide across the ocean.

Thats fine, i was more going on the lines/tangent about how so far stuff from Wano seems inspired by the more traditional Japanese art and such.
Which I find cool because out side I think Isobe you don't see it too often in manga now days.
As of right now, I feel doubtful that anyone from Wano is joining. Kinemon was introduced to us almost 6 years ago and he's done almost nothing outside of the Wano-related storylines. He disappeared for most of Dressrosa and Zou. I would think that if Oda planned on adding any of the Wano people he would have made more room for them in the story and maybe tagged along in this arc. Kind of like how Carrot had no real reason to come along to WCI but instead we get this story with Pedro and Carrot that exists separately from the Minks general story.
If you remember back in Zou arc, none of the Minks (besides Pekoms) were originally going to travel with the Strawhats. Instead Pedro volunteered and of course Oda furthered developed on his and Carrot's stories.
Of course maybe Oda is holding off? Maybe Kinemon, Kanjuro, Raizo, Momo, or someone new from Wano joins? only time will tellā¦

To be fair, Luffy has missed just about every cool thing Jinbe has done. Taking the Marine battleship in Impel Down, 1HKO on Moriah, sending Wadatsumi in the air, sailing in Perospero's Green Room. The only thing he was present for was when the whale sharks were called.
I've said it before and I'll say it again. There won't be any "new" characters joining after Wano. The SHs have already made it to the new world and gotten 2 of the 4 road poneglyphs (it'll be 3 by the end of Wano). A new character joining after all of those accomplishments would seriously detract from their overall place in the crew.
On the other hand, having a mink (Carrot) join who will have been there when they acquired three road poneglyphs and faced two emperors would make them fit in way easier. It would also make more sense to have the minks represented on the future pirate king's crew given the minks current connection to Roger and Wano/poneglyphs, not to mention the relationship between the minks and the SH crew. Plus, Oda said there will be new SHs and that they would join successively (with Jinbei being a lock). It just makes sense that Carrot would have the highest chances we've seen in a long time. Edit: I forgot the whole role thing, but she's obviously done the lookout/scout thing enough to have that role as well.

Doesn't that just mean the eleventh Straw Hat can join on the island with the fourth Road Poneglyph? I agree that it's lackluster for the final crewmate to join THAT late in the series. He was likely talking about the Grand Fleet joining in Dressrosa and maybe Jinbe. He also referred to the Merry as a Straw Hat when he hyped up a Straw Hat dying before Water 7 started at a convention.
