True, but it would be "…they have not yet interfered" the user can keep using the ability to see the result of his action on his first vision. The same way armament is used on command, so is observation. Katakuri starts kicking and sees that Luffy dodged, mid kick uses observation haki to see where Luffy goes and kicks with his other leg in that same direction. Or that is their skill level and are able to do it regardless of observation.
So, what Bege said is a given… whether or not he said so, as soon as Katakuri intervenes, he may as well have not seen the future. His chances of success are just as likely 50% just as much as anyone else who didn't possess Haki.
In a absolute world, either he changes it or not, yeah 50-50. But when you take into consideration the skills of the individual then the odds can be tipped to one of the user's favor.
