Mihawk has respect for Zoro, but it doesn't mean they are on good terms. He clearly has a liking for Luffy too but that didn't stop him actively trying to kill him back at Marineford.
He became his mentor and trained him for two years. They're on good terms, even if they've agreed to a big fight someday.

Because Raftel isn't the last stop. Its just the setup for the great war and the ancient weapons. Raftel hasn't been the location of the final arc since at least when we met Rayleigh, if not longer than that.
Hell, Luffy getting to Raftel just saves BB the trouble of finding and deciphering the four map pieces.

If Zoro's dream has been watered down by the years and subsequent relationships, and become a box old fans are waiting around to see checked? Yeah that's a great reason for Oda to shoot some unexpected uber-drama into the veins of that dream.
There'll be something to mix it up, sure. But we're not getting denied something promised for that long in some form.
It might turn out they had a big fight at the end of the timeskip and we see that someday (when Zoro lost the eye) or they fight to a brutal point that leaves them both messed up enough for Shiryu to do whatever to them, so Zoro is half dead while defending his title.
Possibly Shiryu beats Mihawk first and gets the title, and then Zoro and him have a fun match later, I dunno. I dunno.
Oda twists expectations sure, but that one is not a promise we're going to go without. Same as a reunion with Shanks. Shanks may die 20 minutes after Luffy leaves to then have a second tragic reunion right after a couple days later, (Luffy gives back the hat, then Shanks dies, and Luffy takes back the hat) but I just don't see Oda pulling out that particular rug after so long. Same way when we get to One Piece there's going to be a room full of a giant two page spread of gold coins. Even if narratively its not the real treasure or point, we're still going to see it after decades of promising it.
There's just no build for SHiryu. Luffy and BB yes, but SHiryu hasn't had any real presence yet. It will be the final battle, I'm not denying that, but… it doesn't have 30 years of build up and anticipation.-
On the other hand, h DID kill Ace, so I dunno.
