It is a lot like Zoro watching some of Luffy's tougher fights though. Think about it, Trebol can't be swooping in to save Doffy. This is Doffy's fight and Trebol knows that. Sure, when things got really dire that's when he stepped in. But until then he was playing his part as a good subordinate. At least that's the way I'm looking at it right now.
It was a one on one fight until Law came back and stabbed Dofla. At that point Trebol should have started seriously considering butting in, even more so after Luffy joined in and kicked Dofla in the groin.

Anyway we have no time how long the countershock scene took. It was probably instantaneous. Even for a guy who could shoot snot at a fly. What if he hit Doffy? And Luffy would have fended off an attack like that anyway. And before the inevitable "WELL WE COULD SEE HIM TRY!!!" Oda doesn't have the time to show every goddamn thing, we saw him try to save Doffy and got punted. We got the information from that scene that he could not save Doffy in time because Luffy would stand in his way. We did not need anything else.
Let's do a little recap.
- Law appears, Dofla recognizes him, Law delivers a line, stabs him.
- Dofla screams, Trebol is confused, asks Law how is he alive and how is it that he can use his ability without Room. Law:"When did you start thinking you weren't inside a Room! :ninja:"
- Law further explains how he maintained a big ass room, even though it could shorten his life (need to explain these things properly). Trebol is confused.
- Dofla is coughing, Trebol is advising him not to fall on his knees, because it might be embarassing. Doffy finally snaps out of it and attempts to hurt Law.
- Before he can do it, Luffy kicks him in the groin and he lets go of Law. Trebol calls out for Dofla.
- Dofla is on the ground. Luffy wants to keep going, but Law stops him. He starts CRAWLING towards Dofla. Luffy is suprised that he can even move. He then activates Room.
- He then talks to Dofla, saying how he's done and there's no saving him. He's a doctor after all, so he should know. THIS is the moment when Trebol realizes he should actually do something and charges towards Dofla's position, even though he can do ranged attacks no problem.
So, by my estimate, between Law returning and Trebol reacting, it could have been anywhere between 15 seconds and half a minute.

Now I don't expect everyone to be so critical, but for me this whole scene is idiotic.
