Quantity or manipulation of electricity still couldn't effect a complete change of computer programming though. It'd just be very strange, considering what we've seen logias being capable of until this point.
Sugar's fruit is different since these weird paramecia type DF's seem to have a lot of esoteric abilities nailed onto them, rather than just employing a straightforward transformation.

We haven't seen any advanced CoA users being transformed while using their abilities.
It most likely can be negated by this type of defence.
