The truth is, if you're able to set aside your gripes with the situation (Fujitora can negate the whole thing on his own, many gladiators, the fighters that are worth mentioning, won't buy into the ploy, etc. . .) and just buy the whole scenario, it is a really exciting set up. As some people have said, this is almost like a reset button and the whole arc starts all over again. Of course, I don't think that's the case, otherwise we'd be in for a 90 chapters long arc (not that I'd be the one to complain), but it does give Dofla and his croonies some space to breathe and the chaos created with the massive Parasite might tie the marines hands for a while trying to protect the citizens, which should be their number 1 priority (we know it IS Fuji's number 1 priority since chapter 705).
Now, I'm willing to forgive the outrageous off-paneling of all the fights till now if, with this set up we have right now, Oda starts delivering the goods and giving us our much needed fighting time in all its glory. It seems Dofla and his 3 strongest fighters are so far unscathed, and there's also Gladius, Dellinger and Machvise in top condition. Baby 5 and Jora already had a fight, so they probably won't be getting a second, Pink got injured against Franky but seems to be able to still go at it, and the chapter seems to imply that Kinemon faced Lao G, though I guess if his disguise worked that time again then Lao G might also be unscathed.
Also, this chapter proved that, at the very least, Doflamingo and Pica are extremely strong and resourceful, so the token Luffy and Zoro fights might be interesting after all (that is, if Zoro DOES get Pica, considering he always gets the second strongest foe and Pica has been delivering on that regard, unless Oda wants to keep the Law wanking going on and let's him take on Pica instead of Zoro).
So, the situation is ripe for goodness, even Robin could get a 1 on 1 fight now seeing as she's not injured at all, now the million dollar question is. . .how will Oda execute the arc's climax? Will he take his time, show us the fights in all their glore, Alabasta style? Will he off-panel most of them except for Luffy vs. Dofla? Will he make most of the fights much shorter than usual so he can fit them all in? Honestly, I'm a bit skeptical seeing the pattern we've been following lately, but, even if short, this little fight we saw this chapter proved once again that Oda knows how to draw a good fight if he wants to, so that gave me a bit of hope that we might, indeed, be in for a treat.
