I agree on more Dalmatian, he was one of the marines who stopped Luffy's momentum in the war and I think he would be an interesting character to know more about since we don't know whether he subscribes to the absolute justice doctrine.
Also am I the only one who for the longest time thought he was Garp's subordinate somehow?

Definitely Akainu but with Kong's backing(that is he didn't fight it but rather encouraged it).

If most of the Vice Admirals have Akainu's mentality then they probably understand and even encourage it since they know that they aren't up to task and would end up making the Marines look weaker. So if there is a civilian out there who can be brought in and keep up the strength of the former admirals then they don't mind.
So what's everyone's thoughts on the power that Green Bull might have?

I don't think Fujitora was a civilian.
WG consists of 170+ nations and most of them have their own armies. My educated guess is that Fujitora was a general in one of those armies, and then he was transferred to be an admiral for the marines.

Makes me wonder why the WG didn't bother drafting any Fishmen into the Marines, though. I mean, if they were actually worried about integrating with them, letting them be part of your military is a good first step.

The process is unknown, what we saw is that probably Kong controls the choice of new Fleet Adimiral, but he has to take the opinions of various people into consideration like the Celestial Dragons and former Fleet Admiral. It's basic politics, Kong could have chosen Aokiji I'm sure, but he'd be on the bad side of powerful people and that would hurt his career. Just like real politics.
Imo when Jinbe said the WG granted Akainu unprecedented power, I think he just means they allowed him to conduct a World Draft.

Marines had just killed Whitebeard(their protector and friend of the king) and Jimbei (who seems quite respected there) was a wanted man and just opposed the government. A draft wouldn't have had much popularity there.

Nah, they should realize more than anyone that being an admiral isn't about who served for how many years, but about being a freaking beast with destructive powers that no one except for the best of the best can stand a chance against.

Wasn't the design of Helmeppo and Coby stated canon by Oda? And what makes you consider Z canon. I remember Oda telling people that they shouldn't take into account the movie because he doesn't want people to feel they are missing something if they doesn't watch the movies.
