The fairy stuff is related to meigas legend. Meigas (more like witches than fairies) is an expression from Galicia, in the north-west side of Spain, that belongs to the Celtic era. I think this is another interesting point about Wanokuni itself that maybe the nation itself is ruled by a Shogun or currently it doesn't have a ruler right now. Maybe this explain why Wanokuni is not affiliated with the WG because it's a nation ruled by a Shogun.

Well, people believe what they want to believe. Even in Enies Lobby i remember a couple of them thinking that too, despite the big difference between Fukurou and Jabura. Heck, some people thought he was even stronger than Zoro and thus "too strong to join".
But there's no reason to think the difference is "smaller', especially since how unfair it would be. While Luffy, Zoro and Sanji spent two years fighting, sweating, learning Haki and whatnot, Franky was just rebuilding himself based on other person's blueprints. Franky is madly resourceful, maybe the top crewmember in that regard, but fighting-wise Oda would never put them on the same level.
