I think everyone should drop the pretense of being right or wrong and simply discuss speculation. The only cemented fact, as of chapter 697, is that there seems to be more than one active Admiral. Until we learn more, everything about these new Admirals, including the number of them, is pure speculation.

I agree with 1PcExperience here. Admirals are considered marines strongest fighting unit and act as a symbol of their power. They have aliases everyone knows them of and they are the ones called in that unlikely occasion that someone attacks the world nobles. Having their places empty would give people the picture that marines are much weaker than they used to be and I'm sure that it would be the last image Sakazuki would want to give them. The vice admirals seem to have at least some variation in their power so just because some of them weren't as strong as PTS admirals doesn't mean that they all are.

Maybe there doesn't have to be 3 admirals, but I personally believe that Sakazuki wants to replace the lost two positions to make marines look as powerful as possible.

I also believe that more than three is possible, especially in light of Jinbe's discussion about the Marines with the Straw Hats. Still, there may only be three if Oda is shooting for consistency. Time will tell.

That's the Pacifistas' schitck, though, isn't it? It worked wonders on the Supernovas pre-timeskip, and they were formidable during the Whitebeard War, but the Monster Trio made quick work of them post-timeskip. While an army of Pacifitas could be truly terrifying, that's probably about all we'll see with lasers outside of Kizaru and Franky.

You're right, there could be more, hence my two statements:
There doesn't have to be 3, but if we all had to place money on it, I guarantee you that everyone would bet that there's only going to be 3.
I'm basing my opinion off of what really occurs in the manga. All this talk about not having 3 admirals was produced when someone used their imagination to start speculating.
If there does indeed turn out to be more or less than 3 admirals, then I'll come clean and state that I'm wrong. As for now, I'm pretty sure it's just going to be 3.
I'm not denying the could portion. I never did.

It could be possible, to make sure they aren't diminishing their fighting forces out on the sea where they're making a move, that they downgraded Kizaru to VA, letting him sail on the seas, and gave the more bureaucratic side of being an admiral to other officers who can fill in better. Along with the pacifistas it would explain a large boost in their fighting forces if their strongest fighters can actually leave marineford and fight.

The idea of the more bureaucratic side was actually the flashback of Garp refusing a promotion, saying it would remove him of his freedom to chase Roger, which could be a nuisance even in today's marines. -

I'm in the majority that thinks there are at least two new admirals.

Too many Admirals would hurt the rank's image though. It'd be wiser to promote 2 guys and give the other VAs (or just some) higher authority.
The DFs are a good idea, especially since almost every VA seems to be using a sword (katana to be exact. Except Onigumo and Strawberry).

As we know the PTS Admirals were once lowly VA's as well so it's not a stretch to think the current VA's were granted Power.
I guess they think that because of the whole Marineford War thing where the VAs didn't have a remarkable fight feat or something like that while the Admirals went all out (sort of). To be fair, some of the VAs do look rather unoriginal and bland such as Mozambia and Cancer and Stainless. Others are definitely no Admiral material like Dalmatian, Comil, John Giant, Ronse, Lacroix and Momonga (don't get me wrong, they're really good VAs).
Then, we have the rest of the Buster Call VAs and Bastille. Out of them, Bastille (for reasons already stated somewhere by me), Onigumo and Doberman seem to be the best candidates with Yamakaji in the grey area and Strawberry in another grey area. Yamakaji had very few lines (two including Chapter 0) and didn't stand out except at Enies Lobby when he just…. grinned at anything. Bastille is the same for the most part, but he has some things which Yamakaji doesn't.
Strawberry is a very strange case. He's one of the more fleshed out VAs, though I think Oda just had really much fun with him. I wouldn't be that surprised if he was promoted, but right now, I don't think that's the case. -

You misunderstand.
It's only me who uses Bastille's absence as a possible proof. Maybe Oda didn't want him to be shown or something like that. It's just really suspicious that he was the only one not shown.
Film Z is a slippery thing. It has canon elements, but as a whole (as stated by Oda) it's not canon. Coby's a Captain now, confirmed by Oda and he was in the movie (and the special but let's not bring that here).
