The reject dial by itself CANNOT harm Enel.
You are missing the point I was trying to make. One guy said that ""Luffy harmed Enel because he was rubber" which was incorrect. Luffy harmed Enel (when Enel was in physical form) because Luffy had some strong punches/kick. It was more like, Enel was unable to harm Luffy that much with his lightning ability because of his rubber body. The reject dial itself can't harm Enel, but the point is, there are other ways to harm Enel. It's just a matter of whether you'll be able to hit him with it or not.
But everyone knows that. Any Devil Fruit user can be hurt after being affectd by seastone. Question is this, Enel can blow up entire islands in one blow. Lucci has shown us that he can slice a building in half. Which is more destructive?
So…..that makes Enel >>>> than everyone since he can just blow up islands and kill the weaklings/drown the DF users who have strong bodies to resist the voltage?
Woulld you want that? I am not arguing that Enel can't do that, but all I'm saying is, with all this "OP IS NOT DBZ!" stuff that's going on, would you acknowledge that Enel is top tier and therefore, shows some DBZ symptoms in OP?

1. This is just some responses to some of the earlier posts, I'm not going to bother to quote it. Someone said that they hated Mantra, because it was an oracle type prediction ability. It isn't, it's just an ability that takes your hearing abilities to a whole new level. You hear the smallest movements and "voices" as they are called around you. In Eneru's case this is magnified greatly to the point where anything within a few kilometers radius cannot escape his notice. He can't predict moves of the enemy ten seconds beforehand, nor can he predict the future. He is just able to foresee moves that are coming in that split second from hearing the muscle and bone movements.
Also, yes you do have to be as fast as lightning to dodge it. Having reflexes to react to the lightning doesn't mean your body can actually be fast enough to react to it. Just because your mind knows it's coming doesn't mean you can dodge lightning. That's like saying a snail can dodge a foot coming right on it just because it sees the foot coming down two seconds beforehand. If Eneru isn't as fast as lightning himself, at the very least his attacks do fire out at that speed. You may be able to hit Eneru, but you can't dodge Eneru.
2. Anyways, so basically if your not immune to 2 million volts of electricity, your basically fried to death before getting close to him. Other than the monsters of Grandline, such as Whitebeard, Shanks, Mihawk, Shichibukai, Supreme Admirals, etc. actually have a chance against that.
Also something some people don't seem to understand is that, devil fruits is part of skill too, whether you like it or not. A lightning devil fruit will automatically put you in the top tier of fighters, no question about it. It is an incredibly powerful fruit that only around ten or so people other than Luffy shown so far have the potential to deal with it. Those are the people that haven't been shown to us, such as Whitebeard, Shanks etc. Lucci can't beat Eneru, unless Eneru has like seastone strapped all around him. Other there is no way Lucci can survive 2 million volts of lightning with a 100% hit rate.
1. Reflex = ability to use your muscle ability and reaction time in order to respond to a certain situation. Whenever you talk about reflex, you're saying that it's something that the body can do without further thought processing, so I don't get your point in saying

While your other points "Even if you know it's coming, it doesn't mean you're body has the speed to dodge it" is correct, the one I stated above contradicts it because reflex is hugely attributed to how fast your body will react to a stimuli.
Mantra = Okay, seems we're on the same page. Assuming he can't predict any thing in advance really, but he can just "hear" movements, So…does this mean to say that assuming Lucci has the chance to get near to Enel then, Lucci would win? If Luffy was able to hit Enel with that last attack and Mantra was unable to "dodge" it, imagine how faster Lucci would be if he was a few paces away from Enel (w/c is the only way to determine who is stronger between Lucci and Enel).
But you're gonna say "nah....Enel can just blast Lucci from 5 KM away from him" which brings up my point AGAIN that if this was the case, then NO ONE in OP could be able to get near Enel because of this stupid ability (Mantra) of his.
I'm not bashing how Enel uses Mantra. It's a powerful skill. All I'm saying is, in my opinion, it's like bits of DBZ-ish abilities thrown in OP.
2. Who says that Lucci was not or was immune to 2 million, let alone, 100 million volts of electricity? Where was it stated anywhere that he can withstand that, or where was it stated that Mihawk, Shanks, Whitebeard can or cannot withstand Enel's strongest voltage?
You guys assume way too much. If Oda wanted for these guys to be able to withstand Enel's strongest attack, he can do that and just say "oh, they're just strong like that" as proof/back up evidence. Most of the time, we assume that "since Enel has just a physical body/ain't made up of rubber, he can't withstand Enel's attacks" because this is what we know in the real world. In the OP world, people can still stand up after getting hit by 30 million volts of lightning, so who's to say that Oda can't create a superhuman character that's able to withstand 100 million volts of lightning?
While I agree that a Lightning DF is uber powerful, I don't agree with the statement that "other than Luffy, there are only 10 people in the Grand Line that are going to be able to deal with it". Where in the manga was it stated that only 10 people in GrandLine will be able to deal with it? Robin acknowledged the fact that it was a near-invincible fruit, but has Robin been ever to the "depths" of Grand Line to judge whether or not this assumption is true? This is just as baseless as Luffy's assumption that "there are a LOT of other monsters in the sea out there stronger than you".
"Lucci can't beat Eneru because [INSERT SOUND LOGIC HERE]" - Until they fight (Enel vs Lucci) or the author directly states the winner of this match, I won't do any judgements on this. For all we know, yes Lucci would get fried by 2M volts of lightning. BUT in the same manner, we can just be treated to a "Lucci's Tekkai is so strong that Enel can't hurt him with Lightning" or "Lucci's Sora is so fast, he surpasses Enel's lightning speed". You immediately assume that Enel >>> Lucci because of some laws of physics that you know in real life that you use as basis in the OP world. Like I've stated, if you're going to use suspension of belief (ie: A guy can fire electric volts from his body), then don't be half-assed about it. If some guy can withstand 30M volts of electricity, then the author MAY come up with characters who're totally immune to electric attacks just because they are strong.
The only thing I hold around with any weight in it (even if it's not stated explicitly in the manga) is that, stories need developments. If this was the case, if Luffy was able to deal with Enel just because they wanted to show that rubber > electricity, and not because Enel was suppossed to be "weaker" than the other future opponents they will fight, then I don't see any development to Luffy's character in that.
