He still can learn Hyper Voice and Outrage, should I change Dragon Rush for Outrage ?
Yes, outrage is a pretty great attack. 120 base, stab bonus, and 100% accuracy… you can one hit most critters with that kind of power, so the becoming confused after 2 or 3 turns isn't a huge side effect (except when you're battling huge groups.) However, if you get that, you don't need Dragon Pulse. Stick to what the monster is stronger in, physical or special (and it should be physical in this case) you don't need two of the same type move, especially when its so similar.
But be warned, the multiheaded dragon is unusual in that, when it evolves, suddenly its special attack is going to be its better stat by far, so you may want to prepare to go into a special set instead. (In which case you may want to hunt down the move tutor and learn Draco Meteor.)
I'd ditch Pulse AND Rush. Outrage does the same thing but better, and that gives you a fourth slot to put something more versatile into. Body Slam is actually really good because of its paralysis chance. Work up is a weak version of Sword's Dance, but can be useful before going into Outrage. He can learn Earthquake after evolving, and thats always a fantastic move. Flamethrower, fireblast, paybackgiga impact, stone edge, U-turn, fly, SURF... there's a lot more possibilities than a redundant second dragon move.
Generally you don't want two of the same type of move unless one of them is a "dependable weaker move" and the other is a "risky with penalty much stronger last resort move" or if they have really different effects.
Also, you're right at the point of evolving that thing. Beware, its ability changes completely. Levitate is a great ability, no negatives, but Hustle is a pretty great ability too, and works with physical stats being sronger than its special. Its worth considering not evolving (but given the rise in all the other stats, not too much.)
