He seems to be the most decorated out of all the Vice Admirals. Plus, he was the first VA introduced in the series, period, along with Garp in the cover story running at the same time:

Honestly, I think he's more fit to be a "main VA" who's in charge of the Buster Call and things like that. And it's not because he lost to WB.
Another thing: Ronse is out of the question, we can all agree about that. He has shown that sometimes, people get to be VAs just because they're giants. Yes, I mean his encounter with WB. While JG was doing it for a clear, sensible purpose (gaining time), Ronse was like: "Hey mom, look, I'll kill the world's strongest man, hey mom, are you watching, look, look, I'll shout at him, look, I'm swinging my axe, look, oh damn…"
Lacroix also failed, but I prefer considering it the fail of the whole Giant Squad. I'd like to see what he's capable of though.
Comil is another man who I doubt will ever become more than a VA.
Kaiser, Dalmation and Horny still have yet to show something.
Momonga was seen at G-1, wasn't he? Maybe he became the leader of it. Some sort of promotion, but still not as big as being promoted to Admiral. Furthermore while he had the most screentime of all (not counting Garp of course), he, again is most suitable for VA position than Admiral in my opinion.
Yamakaji... I'd laugh my so hard if he got promoted. Either way, I'm sure we will see more of him.
Strawberry has finally got some backstory which wasn't that impressing, but didn't make things hopeless. Also, being so.... longheaded makes him more of a comic-relief. I've still got hopes for him though.
Doberman is I think the best candidate (surprisingly~). He believes in Absolute Justice, he doesn't seem to be easily scared, he's vicious, he's somewhat unforgiving and cruel. He also seems more balanced than Onigumo who seems to ignore basic morals (like not killing your crewmen). I can see him as Akainu's "right-hand-man" though. The only thing Onigumo has an advantage in over Doberman is fighting skills. Onigumo has 8 swords, and he must be able to use them. On the other hand, Doberman only has that "basic" katana every other VA seems to have (except for Strawberry, Dalmatian and Horny). I guess he had to get those scars somewhere/somehow, but I'm still not pleased with him being another swordsman. He should fight with his bare fists, that would be cooler. Meh...
