No, that one represents bilka, the city that enel destroyed before he attacked skypiea, look, there is only a bunch of characters who has the same wings than this one, and those are part of enel's army plus urouge.

and following this and assuming there is a third weapon, that weapon would be in the sky represented in the picture by the biikans.

Interesting though that everyone of them have wings, which could mean that all three civilizations have their root in the Ancient Kingdom where i assume people had wings, too.
The three civilizations are from the skypiea arc, one civilization arrived at skypiea and founded angel's beach, other civilization arrived at skypiea or another sky island and founded bilka, the last one arrived at jaya and founded shandora, the only ones directly related to the blank century are the shandians because they weren't isolated. we don't know anything about bilkans, so they could be related to zeus if it exists, ok. the only thing shandiasn knew about poseidon was its localitation, Pluton isn't related at all with any of these races.
