If you re-linearted the picture - you're allowed to do it.

It doesn't matter if you re-linearted the picture, as long as it is still Oda's work, it's still under copyright and you still can't upload it to deviantART.
What you're saying is like saying that if someone traces someone else's work, it's suddenly theirs. :/ It's still considered art theft. How does… essentially tracing, basically - that's what re-linearting is essentially, change copyright law?
