I guess it always depends, even unknown members can create an intelligent discussion if they're willing to make the effort. Alas, Tsume doesn't.
And how can One Piece be overrated? It's one of the few mangas where you can really feel that the author has fun writing his story which makes it 100 times more likeable than Bleach and Naruto could ever be. Both of those mangas started with promise as well, but their mangakas obviously just don't care anymore.
How the hell is chakra creative; its a direct rip off from hindu/indian mythology. And that f*ckin kishi didnt even reference that fact, He is using a mythological term without even acknowledging of where he got the term chakra. Hell, I bet because of this, some will think chakra is an east asian term which it is not.

LOL That statement is so stupid its not even funny. How the hell is naruto more intelligent than one piece. One Piece is about an epic adventure whereas naruto is about one homo (naruto) chasing after an even bigger homo (sasuke). Naruto is more of a yaoi than really a shounen story.
1. One Piece has good character development, naruto has little to none. All the attention was put on those two homo's; many other good characters were not developed as a result.
2. Luffy is a better main character than that gayass naruto ever was. Seriously, of all the character to make a main character, they had to use that homo Naruto. I have strongly believe that this manga would have been significantly better had someone like Itachi been the main character
3. One Piece is far more funnier than naruto; in Naruto kishi expects people to laugh at armadillo penis. Only sad individual would laugh at something like that
4. One Piece has far less plot holes than Naruto and is far more consistent plotwise than naruto.
5. Oda is very organized, everything flows nicely with his plot and he knows how to make a solid story. Oda knows how to change up his style without fckin up the plot like naruto and Oda's Consistency can attest to that fact. Compare that to Fckin oda who is all over the place when it comes to plot consistency

Ok. I'll try to look at it from an unbiased point of view. Naruto isn't very deep compared to One Piece. Naruto often tries too hard to be deep, which doesn't come off as deep, just as "wow, Kishimoto's trying too hard".

Luffy didn't hyperventilate when his "Best friend" was put on as a target for the Five Hidden villages. Luffy. Don't compare the two characters because they are not the same. They may have certain personality traits similar, but they are different.
One example, Luffy was actually able to gain much progress in two years, unlike Naruto.

One Piece is not over rated, its a great manga that deserves its popularity, it could be argued that there are mangas far better than One Piece that don't have nearly as much popularity. But I think that's more those mangas being under rated than One Piece being over rated.

I don't get how the magical powers of the ninjas are more well thought out. Most of what they do is spam different forms of attacks they previously used. And I'm not saying that's a bad thing (despite my personal opinion on that), but it's not any more well thought out than any of the supernatural abilities in One Piece.

If more of the Jutsu system had been revealed in the begining, it would have been better with me, but when your revealing things about a complex system, vital to the story this far in….seems like he's pulling stuff from his ass for the story.
Where as in One Piece, it's vague enough to do what you want, have guidelines, and doesn't seem Ret-con like. From the beginning we learned about Devil Fruits, you eat it, can't swim, you gain a power. Later we learn about the three types. It wasn't like something in Naruto, where we would learn about this classification as those classified are introduced. By the time we learned about Logia, Paramecia, and Zoan, examples had been released for all of them.
Something like Haki/Ambition had been shown multiple times over the series(As early as chapter 1) before being explained. While in Naruto we don't learn about the story of the Sage of Six Paths until Pain is revealed. If Kishi had done something like had Kakashi explain the legend of him earlier, maybe it wouldn't seem like Kishi just trying to throw the Sharingan into another plot line.

Still i have to tell you about your second paragraph, theres nothing really wrong with making up the story as you go along, as long as it doesn't suck. But naruto didn't exactly suck after the time skip. Think how much he improved. Before that, he was just a screw up ninja kid, but after training he learned some stuff like how to be more perceptive, better reflexes, the kunai in his sleeve trick, and he had better coordiniation with his clones. But still, this wasn't exactly exciting, so it wasn't that great, but he improved. I think luffy improved too much after the time skip.

Learning to hide a kunai up your sleeve isn't exactly something that takes 2 years to learn…
And even after 2 years, Naruto still can't form a Rasengan without one of his shadow clones.
Exactly what I said, improved in the basics. He did learn how to do better with his clones, but in comparison to what in part 1? When he was blantly charging in with them? Only creative thing he did with them was the first time he did the Rasengan, and when he created the shitload of clones for that attack on Gaara.
He has improved a bit, but it felt very underwhelmed, and felt like we'd been cheated. I have no problem with him making up the plot as it goes, I have a problem with making shit up to solve problems. There just happens to be soul sealing things? What a coincidence.
