It's safe to say that the most of the damage that Enies Lobby has sustained thus far has been because of three forces:
- Luffy, injuring over half of the Government's forces
- The land-bound King Bulls
- The Gatekeepers, Oimo and Kashi (sp?)
Now, after this whole ordeal is over, the Straw Hats will only have one of those forces at their disposal: Luffy. Meaning that the Straw Hats could not have done this invasion on their own, with their second or third best fighter (depending on who you ask), being detained by Government Forces.
What you seem to ignore is that for 50 years nobody was able to convince the giants to turn against the WG. Same goes for the Franky Family, they went with the Strawhats because they knew that they´d have better chances with them.
This is a question that has been discussed largely in philosophy. Is it the leader or the follower that make the process an age is experiencing. And it´s both of it actually. There need to be cultural and social preferences in the first place to give a base for what´s about to come. But there also needs to be the one charismatic indivudual that knows how to use this base. Hitler would have been nothing without all the support he had. But at the same time, not everybody could have used his talents to manipulate the mass in that way he did. But if we would follow your logic then Hitler was interchangable and therefore is not responsible for what happen back then. Please!
And to get our transfer back to One Piece. In a hundred years nobody attacked Enies Lobby. The giants where there for 50 years, the Franky Familiy existed for 3 years and Galley-La for over 4 years and yet they never worked together. It was current events combined with the individual that Luffy is that makes this situation. Luffy is not interchangable in this example and therefore it is a big deal that only can be blamed on his character.
Although at the end of the arc CP9 is probably going to be bloodied and broken, that doesn't mean that other, more capable pirate groups could have beaten them. Just because they haven't been beaten before doesn't mean that they can't be beaten by other groups, and to my knowledge those groups haven't had a Buster Call headed their way either.
Same as above. Having the power to do it and be willing to do it are two pair of shoes. It´s lnot that different from George W. Bush´s thinking. If somebody has destructive power that can be used against them then he is dangerous. No matter of this somebody actually is ever willing to use WMD´s.
Besides, the WG is trying to aquire the Ancient Weapons for the very purpose to deal with the Pirate Age once and for all. So they basically are very concerned with the threat other pirates impersonate. Why else should they want the weapons?
Finally, at the end of this arc, Luffy's crew will have two keys for one of the Ancient Weapons. However, just because they have the keys doesn't mean they possess the means to make them. It's very unlikely, given the size of the blueprints for Pluton, that this could be built by several people only. It probably takes many resources that only a large nation or even a collection of nations in order to obtain the necessary materials to give the Warship its added power.
Huh? It appears we´re saying the same thing about having and be willing to use destructive power. See it from this perspective. The WG see´s Nico Robin´s very existence as a crime just because she can read the Ancient Texts that contain the information about the Ancient Weapons. This is a big problem to them.
And now if a pirate who invaded and probably destroyed the front door of the World Government, would obtain the only two existing keys for reviving the Ancient Weapons, the WG should out of a sudden don´t care for that development? I´m sorry but I don´t see any plausible logic here.
I'm not saying that at the end of this arc that the Straw Hat Pirates won't face a Buster Call or that their profile won't be significantly raised. As it stands right now, there are probably many other pirate groups that are better and high-profile than them, and none of them have faced down a Buster Call.
Quite simple because nobody every spat in the face of the WG like the Strawhat´s are doing it right now. And as I said, the WG doesn´t want to get the Ancient Weapons for an Ancient Weapon Race. They wan´t to use it to stop the Great Age of Pirates. They said it even in the manga.
And before you say I´m contradicting myself here, I´ll point the general construct out. The WG is aware of the threat of the Great Pirates. But they didn´t make an agressive move so far. So the WG doesn´t have an urgent hurry to get the Ancient Weapons to deal with them. However Luffy made an agressive move. And to that the WG has to response with the powers they have so far. And since they don´t posses any Ancient Weapons, the Buster Call is the alternative. It maybe isn´t enough to deal with the likes of Whitebeard and Shanks (because if the Buster Call is enough to deal with the Strongest Pirates in the world then there actually really is no need for Ancient Weapons) but in the minds of the WG a BC is enough to deal with the Strawhats.
EDIT: I hope I didn´t provoke anybody with the usage of the name Hitler. I just used it to prove a point and I seriously hope that everyone is adult enough to deal with that level of argumentation and not take it to a flame war.
