I know if I lived in Japan, I'd definitely buy the manga even though I wouldn't understand a lick of it and would still rely on the scans.
One would hope if you lived in Japan you'd have a grasp of the language.

I am sure that Viz would love to put scans of the new weekly One Piece, Naruto and Bleach on their site. That would help them rank in millions of people to their site alone but there has to be something stopping them. I am sure it has something to do with the guys in Japan stopping them since it seems like they bray allow them to update the one that Viz is doing right now.
The licensors can do that literally, overnight, by just doing what fans are doing. They can even charge a fee!
Its just the market is having trouble shifting to the future because the printed publication has been a staple for hundreds of years, it'll be a while before the mindset really turns to all digital. The kids growing up on it now will have to grow up first. But in another 10-30 years periodicals will largely be digital I'm pretty sure, with only archive editions being printed on paper.
And even paper books will be probably gone in 100 years, if not way way sooner, but its impossible to gauge a society/technology matter like that which spans such a long period of time.

Long as you aren't just saying you'll buy it, and you actually do… then yes, absolutely nothing wrong with that.
Though actually spoilers/scanlations releasing days before the actual books come out in Japan is pretty shitty. THAT cuts into their income, no doubt, and scanlations SHOULD come out later than the actual release. But overseas fans who could never reasonably buy their product anyway? Not so much.
