If 16 bell rings means the ending of an era and the beginning of the next, the meeting place will be Lougetown - The Town of Beginning and End. It is a perfect place with few Marines. It is also at the crossroads of East, West, North, South blue as well as the Grand Line.
Besides, if the Straw Hats' meeting place is at Sabody, like Rayleigh said, the same defeat will happen again, especially since the Marines at now hot on their bounties. Regrouping at Lougetown allows them to gather what they know and learnt, like Nami's adventure on Weatheria. Luffy can also teach them (or at least the Monster Trio) about Haki (which he learnt from Amazon Lily or Rayleigh).
But how would the story go from there? Will they climb Reverse Mountain again (and allow Brook to fufill his dream, so that he can have a new dream) and explore the six other routes? And if they do explore other routes, it would increase their sphere of influence.
So many possibilities, Oda is extremely smart.

no they will definitely go to the new world. Oda obviously wants Chopper to find Luffy first since he is the only one actually heading there.

The first letter of the tattoo still looks odd, somehow I think there is more then an S in the line, but the other side is hidden.
I mean that the S is crossed with only by one slash / , not by an X like in Ace's tattoo (or like Sabo's flag). And the next letter has one inverted slash \ , if you consider that it isn't part of the letter, so together they may form one big X crossing the first 2 lines, like this:

Why in the world would they go all the way back to Loguetown.
And the rest of your suggestions completely destroy the wonderful build up that the New World has just received. Why would they explore the other routes of the Grand Line? What good would that do? As said in this chapter, the first part of the Grand Line is paradise. They've done all that they can to conquer the first part of the Grand Line and faced a lot of obstacles. They would gain nothing from going back to the beginning and starting their adventures all over again in the midst of everything that is happening right now.
I just reread the War arc (before onemanga disappears)… Bonney said she was going to hunt the guy she blamed for everything that happened there. So, yeah, I think she is the one BB will screw.
I hope we see the moment he catches her, so we can see he nullify her ability and we'll know for sure how old is she (I would prefer an old lady, but it seems more likely she is a child).

The highest mountain doesn't seem to be high enough in the island Hawkins is at. It might be the angle but I doubt it's the same island but even it is just shows Oda keeping up with those things that don't necessarily mean much.

I'm all for your theory but I'm just finding it odd. As an example posted in another thread, (assuming it was an S and an A at the start of the tattoo) it wouldn't make sense for Oda to use those two to designate "Sabaody Archipelago" since it's シャボンディ諸島 (SS). Now just attach this thought process to 3 D and you'll see where I'm coming from.

Those are standards, though. We've seen them time and time again. Also, official romanized names from Oda would explain Ace's tattoo.

On the contrary. Those two are most certainly canon but for all we know, Shiki could have failed at his plan without Luffy and co. ever encountering him. Not considering it otherwise unless it comes from Oda's mouth/pen.
I think just by mentioning Shiki in that chapter, Oda could easily introduce him now. He did the same thing with Basco Shot, San Juan Wolf, and Devon in chapter 538 and had them appear towards the end of the war. He's at least left it a little open for later addition if needed … if he failed he probably won't show up and if not, anything's possible.
I think at best it's 50/50 shot of him either appearing or not. Maybe he was mentioned just because of (the upcoming at the time) Movie 10 or maybe he was mentioned because he'll appear at some point in the manga .. only Oda knows at this point I guess.
I think just by mentioning Shiki in that chapter, Oda could easily introduce him now.

No one's ruling anything out. It's obvious the tattoo has some kind of value, be it emotional, be it an homage, or w/e . It's just that at this point it's a loose-canon . It's nature is inherently speculative . On one side because it's a tattoo , and those rarely mean anything to anyone unless explained by the wearer , and on the other hand because it's partially visible.
So at this point it makes a bucket and half more sense ( totally pulled that out of thin air, there's no actual measurement ) to exclude the tattoo altogether from the message. Especially since we have the delicious symbolism of the 16 bells,as explained by Killer.
The tattoo should and will be explained soon enough, I imagine in a half-page panel , featuring a big ass DON in the background. But at this point it simply overcomplicates things, to consider it a part of the message, or the message being a new location, or a time-frame,or as I heard on some other forum … RESISTANCE , because the third character looks like an OMEGA, which in physics is the symbol for Ohm, the measuring unit for electrical resistance <----Yeah...you know...cause physics is part of the pirate curriculum .
So considering the 16 bells mean thanking the previous year and praying for a good new one, or w/e , it's basically a tradition signalling the end of one era and the start of another, which is why Kid took it at Luffy declaring this is his age now. But if you stick to Occam's razor, it's much simpler than that...since his nakama were worried about him and how he's feeling, and here he is doing this symbolic gesture that pretty much should mean " I'm here, I'm okay , I'm ready to continue our journey " <--- Supported by the fact that Killer commented on his inappropriate timing. So , since the year isn't ending, then he should be referring to the other thing ending for him and his crew : their journey throughout the first half of the GL.
And there's a hint to this in Nami's reaction. Calling him selfish, since just a while ago she was crying over the fact that no one's there to comfort him, and here he is , doing fine on his own ... that selfish bastard O_O
