In the case of the Nagi incident, it was largely over a character that had grown quite tremendously in popularity (most importantly in this case, with Japan's worst NEET mongrels), with one of her major focal points being her… effective "moe" qualities. It wasn't the revelation that she had a past boyfriend itself that set off the tidalwave of mongrel stupiditiy. It was that it specifically was her. The fantasy was crushed, their minds leapt, and the "moe" in their eyes was tampered.
Of course it really was complete and total bullshit idiocy, one that was also blown a bit out of proportion by the way of its vocal perpetuators and the people encountering.

Regardless, in the case of Panty & Stocking, the approach of the show appears to be one that wouldn't garner that sort of criticism at all. No wacky NEET will really approach the show with their loins burning with mad tears over a non-virgin character.
There definitely won't be the same feeling of betrayal as with Nagi and Matou Sakura, but I'm not sure I completely agree. Otaku don't like sexually aggressive women, and Gainax doesn't have a history of starring them. The closest Gainax lady I could think of in terms of promiscuity would be Misato, and she really only had a single long term on-off relationship with one guy. Definitely not the type who would use a glory hole.
If Panty is portrayed how I THINK she'll be portrayed - as a Nia Teppelin who's eerily lustful - I think it'll go down just fine. But if she tries to bully sex out of unassertive men things might get ugly.
