Where the heck did you get that idea from? All that was said is that Ryuma is a samurai that comes from the Wano country in the New World. There was never a mention that it was a land of samurai or anything of that sort.
As for saying samurai country, I said that because I couldnt recall the name from the top of my head and used the term as a short cut. For the issue about strong swordsmen, I thought there was a mention concerning samurai in the wano country when Doctor Hogback introduced Ryuuma, during his death, and when they were making references to the powers of the general zombies. I guess it was from another line or point from the manga, or just the consideration of so many similar types of lines that led me to confuse the statement. My bad on that part, its easy to forget things when your trying to recall all the separate events.
It seems they did go through repetition each time they introduced him though; they mentioning these points each and every time: his name, the country Wano, country in the new world, Samurai, greatest swordsman of his time.
At the least, considering Oda's love of making islands and countries as themes, Wano may be in respect a feudal or semi modern variant of Japan. When they mention his name as "still talked about to this day" it usually means that it is part of their culture. In the case of islands mentioned or referred to in OP, when they mention a type of warrior from an island, usually that is a characteristic of the island itself or the inhabitants of it. I'm thinking that it will be a sort of foreshadowing of future islands, just food for thought though.

Forgot to ask, any thoughts on the non-human yet conscious animal species? It seems that these are starting to become more common in consideration of strange meetings between SH and people on new islands.
