I'd like to see Garp being demoted after a heated round of butt-whupping by Akainu.
In an SBS (u can read them all on OP wiki) oda said that "Garp is a true blue marine from the moment he was born until the moment he dies". Unless he comes back on his word, I don't think there will be a betrayal from Garp in this war.
And also I don't think he was ever an admiral. While he is a hero of the marines he also seems to prefer to do things his own way (we've seen Sengoku complain about this) and this is a good reason not to promote him. If I was marine leadership I'd promote a guy like akainu who is 100% loyal to the "absolute justice" over Garp (and guys like Smoker). And the 3 admirals seem to also be the strongest guys the marineforce have to offer, which is another excellent reason.
