Ugh… There are so many things wrong with this chapter, yet I am reluctant to deem it the worst, because I don't think we've seen it. Focusing on the hokage meeting:
1. Tsunade isn't dead yet. She may very well die, but if anyone there was responsible, they would at least wait a bit to make sure instead of holding a meeting the day of all of the chaos. Yes, they need a leader, but that's what that council thingy's for anyways, to make decisions in the absence of a leader.
2. Hokage is the strongest person in the village. Kakashi died and Danzou couldn't even protect the village. Neither of them are the strongest. If Danzou did turn out to be strong, then he's less responsible than Naruto or obviously malicious, since he showed up to the meeting soon after the attack, but couldn't spare time to help out a bit.
3. As everyone else pointed out, the debate was just stupid. There's a bit of talk over one potential candidate, then some dude volunteers himself and gets the job without any vote or second thought. Is this really how they make important decisions?
4. Naruto saved the village, possibly the world, with talk of peace. Now, Danzou's here rejecting those ways and talking of 'reinforcing' the laws (which I would assume refers to use of force) and he somehow gets the spot. Jiraya's teachings saved their asses and warmongers (forceful people) almost killed them all. So they elect Danzou without any questioning. Genius decision.
Other idiotic things:
1. The village cheering on Naruto. Bull. Shit. Nothing more needs to be said.
2. Naruto snubbing Hinata. There goes character development. Hinata finally gets assertive makes her confession, almost dies to protect Naruto and then goes back to twiddling her fingers while the world ignores her. Meanwhile, Sakura hits the guy and gets all the loving. The only rational explanation is that Naruto's into S&M and Sakura knows it.
3. What happened to Neji? Not that that hasn't been covered either. More pages wasted.
4. How did Akatsuki summon that demon thing that only the Rinnegan could bring forth? I assume the thing was bound to Nagato by those spike things it put in his back. He was the only one able to summon him, any ways. Now he's dead and it sticks around.
Yeah, I'm giving way to much thought to something so undeserving.
